P g P P P <br /> NODI, spaces at 3919 East French Camp Road, Manteca (APN: 201-030-14). <br /> MANTECA, <br /> RIPON' CONGESTION MANAGEMENT AGENCYS REVIEW <br /> STOCKTON, <br /> TRACY, <br /> AND SJCOG adopted the 2016 Update to the Regional Congestion Management Program (RCMP) <br /> THE COUNTY OF (http://www.sicog-rcmo.org/ literature 231152/2016 RCMP Update Adopted Report) on <br /> SAN JOAQUIN March 24, 2016). Chapter 6 of the RCMP describes the updated Land Use Analysis Program, <br /> including Tier 1 and Tier 2 review/analysis requirements, analysis methods, impact significance <br /> criteria,and mitigation. <br /> SJCOG determined that this project may fall under Tier 2 Review based on estimated trip <br /> generation greaterthan 500 total daily trips during the average weekday/Saturday. <br /> SJCOG requests one of the following in response: <br /> a. Documentation that the project is categorically exempt from CEO.A or within the scope <br /> of a previously approved project per CEO,A Guidelines 15177-15179.5; <br /> b. Documentation of Lead Agency trip generation estimate below the RCMP Tier 2 Review <br /> thresholds of 125 net new vehicle trips during weekday AM or PM peak hours; or 500 <br /> net new daily vehicle trips on any day of the week. Trips associated with existing or <br /> approved development on the site, pass-by trips and other trip reduction factors may be <br /> applied for purposes of calculating project trip generation. <br /> c. Tier 2 Review per the SJCOG RCMP Land Use Analysis Program, including a quantitative <br /> analysis of RCMP impacts—project specific and cumulative plus project conditions.This <br /> analysis can be provided in an environmental document such as a Draft Environmental <br /> Impact Report (DEIR) or Negative Declaration (ND); or it could be provided in a stand- <br /> alone transportation impact analysis(TIA)for projects not subject to CEOA review. <br /> A map showing the project's relationship to the RCMP network is attached (Attachment A) and <br /> RCMP significance threshold criteria and potential mitigation measures can be found in sections <br /> 6.3&6.4 of the 2016 RCMP. <br /> 1IPage <br />
