Special Events <br /> The applicant has indicated that there will be "horse events" conducted on the property. <br /> The applicant has been informed that horse events may be permitted as accessory to <br /> the boarding stable. If regular events are going to be conducted, the applicant needs to <br /> provide additional information regarding the frequency of the events and the operational <br /> details (type of events, number of spectators, activities, etc.) so that they may be <br /> reviewed by the Planning Commission. <br /> If the applicant chooses to conduct large-scale outdoor events, which are defined as <br /> .any temporary event or activity generally attracting large numbers of people, requiring <br /> the importation of temporary facilities such as portable bleachers, food stands, and <br /> portable toilet facilities, conducted out-of-doors and not already defined with in a <br /> specified zone as an allowable 'temporary' activity", an Improvement Plan for a Special <br /> Event is required. A maximum of either four (4) special indoor events or four(4) special <br /> outdoor events or four (4) combination thereof shall be permitted (Development Title <br /> Section 9-110.4). All events shall be subject to the noise ordinance requirements <br /> contained in Development Title Section 9-1025.9. <br /> Site Plan <br /> The following changes need to be made to the Site Plan prior to referring the project to <br /> the Planning Commission. Five (5) copies of the larger (18" x 24") revised Site Plan, and <br /> two (2) copies of the smaller (8 ''/2" x 11") Site Plan need to be submitted to the <br /> Community Development Department no later than December 4, 2003. <br /> 1. The Site Plan indicates that the existing large structure is a hay barn. A site visit <br /> determined that the building is used as a covered arena. Please clarify. <br /> 2. The remainder of the property appears to be used for horses turned out to <br /> pasture. According to an aerial photograph of the property, there appear to be a <br /> number of buildings on the southeast portion of the property that are not shown <br /> on the site plan. Please verify what these buildings are and show them on the <br /> site plan. <br /> 3. A portion of the property appears to be used for the storage of trailers (for the <br /> boarded horses). This area needs to be designated on the site plan. <br /> 4. There appears to be an existing driveway on the eastern portion of the property, <br /> and an existing driveway for the modular building. These existing driveways <br /> need to be reflected on the revised site plan. <br /> 5. Provide a scale for the Site Plan. <br /> 6. If regular events are to occur on the property, the applicant needs to demonstrate <br /> that adequate parking can be provided for spectators as well as for participants. <br /> The Use Permit application has been tentatively scheduled for the Planning Commission <br /> hearing on December 18, 2003.
