It should be known that our business is <br /> horse racing. The majority of horses on our property are racehorses or racehorse <br /> broodmares. We breed racehorses and care for injured horses to either return them to <br /> racing or retire them to various adoption networks. The few saddle horses that we have <br /> are our own and for our own recreational use. <br /> I did decide to open to outside boarders because I had heard that so many ranches were <br /> closing due to housing track developments, leaving many horses homeless. In reviewing <br /> the requirements of this application, it appears that the"public activity and traffic'that is <br /> expected by the county is the source of many of the improvements requested. I cannot <br /> afford most of these improvements so I will not be accepting any"public'boarders and <br /> do not plan to hold any events,horse related or other at this facility. Therefore I will not <br /> be a public stable in any respect and will not be using any of my buildings for public use. <br /> The racehorses in my care are consigned to me by racehorse trainers. I pick them up and <br /> deliver them to trainers at various racetracks; therefore they generate no public traffic. To <br /> clarify,racehorse owners or trainers virtually never come to visit their horses. <br /> The traffic flow on our road is minimal and has been the same for the last 15 years. We <br /> do not foresee any changes to our current traffic patterns. We share our road with an <br /> agricultural equipment company;their equipment and employee traffic is consistent with <br /> any farming operation. <br /> If we are not open to the public and are not hosting any events, can the building square <br /> footage in the application be reduced or eliminated? <br /> As to the employee issue,there are no employees. There are three of us that reside on this <br /> property. We all own horses. We share the work for the benefit of the group. There is no <br /> payroll. The proceeds of the ranch,which are very very small,pay for expenses at the <br /> ranch. There is basically no profit at all. <br /> I respectfully request to modify my application to exclude the buildings for commercial <br /> public use. The barn has only 4 stalls in it and is used only by us for medical purposes. <br /> The rest of the barn is hay and equipment storage. The outdoor covered riding arena is <br /> used by my daughters and our friends to ride our horses. <br /> Thank you for taking the time to review my application. <br /> Christel Reagan <br />
