Mr. Rick Reed - 4 - 8 September 1999
more likely to conduct an inspection during the monitoring event as a quality control/quality
assurance measure. This inspection would consist of duplicate and/or split sampling with analysis by
our contract laboratory. Typically, most commercial and industrial facilities contract outside
services to conduct the required monitoring.
9. Finally we would ask you to require Stagno's to hook up to city sewer lines whenever they are
installed in our area, and abandon their proposed wastewater ponds and irrigation.
In the event that city sewer lines are extended to the area of the proposed facility,we do not have the
authority to require Stagno to use that service. Generally, an application for this city service would
need to be submitted by Stagno. It is possible that the wastewater treatment facility may reject hook-
up based on the flows and organic loading rates. From the perspective of discharge preferences, if
the city wastewater treatment facility discharges to surface water, it may be more protective of water
quality to have the Stagno facility continue with the land discharge operations.
If you believe that our WDRs do not adequately address your concerns, then we urge you to attend the
meeting of the Regional Board on September 17, 1999, commencing at 0900, to present your position.
The meeting will be held at 3443 Routier Road, Sacramento, California 95827-3003.
If you have any questions, please call me at (916) 255-3035 or Camilla Williams at (916) 255-3112.
M
1
ROBERT J.
ZTTEOLI
Senior WRC Engineer
Cc: Mr. Mike Huggins, Public Health Services of San Joaquin County, Environmental Health Division,
Stockton
Mr. Chuck Farano, San Joaquin County Community Development Department, Planning Division,
Stockton
Mr. Richard A.
