WASTE DISCHARGE REQUIREMENTS ORDER NO. 2
RICHARD A. STAGNO
STAGNO'S MEAT COMPANY
SAN JOAQUIN COUNTY
the holding pens, to the treatment pond. A design flow of 30,000 gallons per day was used for
sizing of the wastewater holding pond.
7. Wastewater from the slaughterhouse operations will be derived from one animal rinse, two
carcass rinsings, and kill-floor rinsewater. A 2000 gallon septic tank and a screened, 2000-
gallon grease trap will be used to treat wastes from the slaughterhouse operations prior to
discharge to the treatment pond. Screenings and fats, oils, and greases (FOG) accumulated in
the screened grease trap will be collected by the tallow operation.
8. The water quality of the slaughterhouse effluent was estimated based on a sample collected at
another slaughterhouse that has no blood recovery and only gross solids removal, as reported
below. Therefore, the effluent quality estimate should be conservative for the Discharger's
facility.
Concentration
Compound In Milligrams per liter(me/1)
Biochemical Oxygen Demand (BOD) 5501 - 1100
Suspended Solids 150
Total Kjeldahl Nitrogen 160
pH 8.0 (pH Units)
1 The BOD is estimated to be reduced by 50 percent by capturing 99 percent of all blood, screening of
solids,and a grease trap.
9. The Discharger uses cleaning solutions consisting of a detergent concentrate/disinfectant.
Approximately 16 gallons of the concentrated material will be used weekly, and will be diluted
prior to usage. The cleaning solutions will be further diluted (6250 to 1), as they will be
discharged with the process wastewater.
10. The treatment pond will be approximately 165 by 165 by 8 feet deep, and the base of the pond
will be 4 feet below grade. The pond berms will be constructed using native soil and will be
lined with 30-mil high density polyethylene plastic (HDPE). Fencing and warning signs will be
placed around the pond. The influent lines are proposed for installation at the northern end of
the pond while the effluent line will be placed at the southern end.
11. The Discharger proposes to triple crop sudangrass in the designated disposal area. Wastewater
from the storage pond will be periodically applied to provide the Nitrogen requirement for the
crop. A baseline soil sample of the cropland was analyzed in December 1997. The reported
concentrations of Nitrogen (as Nitrate), Phosphorus, and Potassium are 8, 33, and 75
milligrams per kilogram, respectively. Soluble salts are reported to be 3.3 millimhos per
centimeter.
c:tckwf"i les\agriculturetagwdrs\stagno\stagnowdrs
