WASTE DISCHARGE REQUIREMENTS ORDER NO. 3 <br /> RICHARD A. STAGNO <br /> _ STAGNO'S MEAT COMPANY <br /> SAN JOAQUIN COUNTY <br /> 12. A septic system will be used to dispose of domestic waste. A 1600 gallon septic tank and 8000 <br /> square foot leachfield is proposed for installation in the area immediatelywest of the office. <br /> The new leachfield is approximately 120 feet from the supply well. <br /> 13. Stormwater runoff from the roofs and paved areas of the facility will be captured by raingutters <br /> and berms and will be routed through a below-ground pipe to the existing stormwater retention <br /> pond. The pond is east of the wastewater holding pond. The Discharger submitted a Notice of <br /> Non-Applicability of coverage under the National Pollutant Discharge Elimination System <br /> General Permit for discharges of stormwater. <br /> 14. The water supply for the slaughterhouse operations will be from a well located near the <br /> northeastern comer of the facility. Existing water quality data suggests that supply water is <br /> drawn from a different zone than shallow groundwater. Analytical results of a sample from the <br /> supply well were reported in the RWD to be 1734 milligrams per liter (mg/1) and<1 mg/1 of <br /> Total Dissolved Solids (TDS) and Nitrate, respectively. <br /> 15. Depth to shallow groundwater is approximately 8 to 11 feet, and the flow direction was <br /> calculated to be easterly based on three soil borings installed for the RWD. Analytical results <br /> of shallow groundwater sample from one of the borings were reported to be 3888 and 123 mg/1 <br /> of TDS and Nitrate, respectively. <br /> 16. Native soil within the upper ten feet of the subsurface is generally composed of a medium <br /> poorly-graded sandy-silt/silty-sand. Geotechnical analyses indicated that 57 percent of the soil <br /> sample is composed of fines,with approximately 15 percent clay. <br /> 17. Rainfall for the 25-year/24 hour and the 100-year/24 hour storm events are 2.7 inches and is 3.0 <br /> inches, respectively, as provided by the San Joaquin County, Department of Public Works and <br /> National Oceanic and Atmospheric Administration(NOAA). The 1996 annual evaporation was <br /> reported to be 94.6 inches (NOAA). 1. <br /> 18. The elevation of the site is approximately 10 feet mean sea level. Surface water drainage is to <br /> the San Joaquin River. The site is within the San Joaquin Delta Hydrologic Area(No. 544.00) <br /> as depicted on interagency hydrologic maps prepared by the Department of Water Resources in <br /> August 1986. <br /> 19. General land use in the area of the site is for agriculture consisting primarily of row crops, <br /> pasture and confined animal facilities. <br /> 20. The Board adopted a Water Quality Control Plan, Fourth Edition, for the Sacramento River and <br /> the San Joaquin River Basins (hereafter Basin Plan)which contains water quality objectives for <br /> waters of the Basins.
