WASTE DISCHARGE REQUIREMENTS ORDER NO. 5 RICHARD A. STAGNO STAGNO'S MEAT COMPANY SAN JOAQUIN COUNTY 4. Discharge of manure solids to the designated disposal area is prohibited. 5. Discharge of whole blood to the wastewater holding pond is prohibited. 6. Discharge of offal, screenings and/or FOG, collected from the grease trap, to the wastewater holding pond or designated disposal area is prohibited. 7. The discharge of irrigation tailwaters beyond the limits of the property boundary is prohibited. 8. A reduction in the available cropland used for application of wastewater is prohibited, unless the number of animals slaughtered on a daily basis is reduced proportionally. 9. The entrance of confined animals in surface waters is prohibited. 10. Discharge of wastewater to the wastewater holding pond and/or designated disposal area prior to completion of Provision 5 in Section F is prohibited. B. Discharge Specifications: 1. Animal holding pens shall have adequate surface drainage to prevent continuous accumulation of surface water. 2. The animal holding pens, lagoons, and croplands shall have the capacity to retain any washwater and surface water drainage generated during a 25-year/24-hour storm. 3. Animal holding pens, stormwater treatment pond, and manure storage area shall be protected from overflow from stream channels during 100-year peak stream flows. 4. Areas containing manure shall be managed to minimize percolation of manured water into soil. 5. Drained blood shall be segregated from all rinsewaters. 6. The 30-day average daily dry-weather discharge to the wastewater holding pond shall not exceed 30,000 gallons. 7. The wastewater holding pond shall be lined and/or underlain by soil which contains at least 10 percent clay or artificial materials of equivalent impermeability, and not more than 10 percent gravel. c:kkwriles\agncultum\agwdrs\stagno\stagnowdn
