USE PERMIT NO.UP-99-22 OF RICHARD& LYNDA STAGNO for a wholesale slaughterhouse to <br /> include a 6,700-square-foot abattoir(slaughterhouse),a 2,400-square-footnon-residential mobile <br /> home to be used as an office building,a 3,200-square-footagricultural storage building, a 25,000- <br /> square-foot barn,and a 4,000-square-foot freezer to be completed in two phases over five years. <br /> The freezer will be constructed as Phase 2. The project site is located on the south side of Frewert <br /> Road,4600 feet west of Interstate 5,west of Lathrop(Supervisorial District 3). <br /> Kai Luoma,Associate Planner,introduced the staff report into the record. <br /> Commissioner Morri said that the project description states that the facility will operate five to seven days a <br /> week,from 5:00 a.m.to 7:00 p.m. However,Regional Water Quality Control states in one of their paragraphs <br /> that it is only going to be operational five days per week. <br /> Kai Luoma said that that staff report contained a typographical error, and the hours should read 5:00 a.m. to <br /> 7:00 p.m. <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS: <br /> Richard Stagno said he did not know what to say about all the people who showed up for his item. He told <br /> the Commissioners that he did not buy the property to cause any problems with anybody in the <br /> neighborhood. He informed the Commissioners that the barns are cleaned every day and that 500 animals <br /> slaughtered a day is not a lot. He also added that the animals to be slaughtered would be pigs, Iambs, and <br /> goats. <br /> CommissionerCarter asked if he would have any cattle. <br /> Mr. Stagno said no, maybe veal. <br /> Commissioner Eley asked about the number of trucks per day. <br /> Mr. Stagno said there may be three trucks per day-wholesale only, no retail. <br /> Mike Huggins,Environmental Health,explained the Waste Management Plan. <br /> Commissioner Solari asked what conditions were not met that resulted in the original Use Permit expiring. <br /> Ben Hulse,Director,said that none of the conditions of the Waste Management Plan were met. <br /> Georgianna Reichelt (3605 E. Louise Avenue, Manteca) said the slaughterhouse was an acceptable <br /> agricultural use in an agricultural area, but once again, farming and farming businesses are facing another <br /> attack from residences. <br /> Robin Stagno said that her husband works for Mr. Stagno and feels that that this is a personal issue between <br /> the opposing neighbors. <br /> OPPONENTS: <br /> Jerry Ogden (Manteca Unified School District)asked the Planning Commissioners to consider possible long <br /> term repercussions because the State might balk at allowing the school district to build a new school in the <br /> area.
