Commissioner Demichelis asked Mr. Ogden what the State's rules were about locating a school close to any <br /> such agriculture operation. <br /> Mr. Ogden said there were not any hard-and-fast rules. <br /> Commissioner Demichelis added that he thought the school district was out of line to even object to this <br /> project. <br /> Mr. Ogden said that he was just raising an issue of concern. <br /> Gilbert Mackowl(284 Shadywood Avenue, Lathrop)said there would be more and more homes in the area, <br /> and residents should not have to worry about diseases and environmental problems such as water <br /> contamination from waste. He indicated that 3,500 animals a week will be slaughtered at the site. He added <br /> that that was a lot of waste,and there is no way they are going to catch all the blood. <br /> Mr. Stonebridge said that 3,500 animals slaughtered a week is a lot. He said that he has a concern with <br /> mosquitos as well as the potential for water to become contaminated. <br /> Commissioner Howard said he has a concern with the water discharge. <br /> Bob Gleason(373 Gardner,Lathrop)said there are potentially sign ificantenvironmental impacts <br /> . <br /> Dixey Chan ney said there is a need for a school. She did not want a slaughterhouse near her. <br /> Nassi Suhiva(550 W. Frewert Road, Lathrop)said his property is adjacent to the proposed slaughterhouse. <br /> He indicated he did not receive notification of the proposed application. He also added that the <br /> slaughterhouse can create a problem in the future. He said they are protecting their future interest in their <br /> land. <br /> Larry Matlock (1481 Manila Road, Lathrop) said he represents a group of citizens called "Landowners of <br /> Lathrop." He said he would like the Planning Commission to look at this project with an open mind. He <br /> indicated that the neighbors are upset because of the proposed slaughterhouse. He added that the value of <br /> their property will be much less than it is today. He said they would like to preserve their quality of life and <br /> land. He also stated that he has a copy of MStagno's Waste Water Discharge Requirements. He indicated <br /> that the neighbors do not trust Mr. Stagno. He added that the place smells right now. He feels that the <br /> r. <br /> County should not allow any more of these odor producers to operate. <br /> Bonnie Wassmer (14484 Silver Creek Drive, Lathrop) said she is representing the residents of the City of <br /> Lathrop and their petition comprised of over 100 signatures. She indicated that the facility will impact the <br /> environment, health, and welfare of the residents and that it adversely impacts future commercial and <br /> residential property as well as existing property values. She added that many of her fellow residentswho live <br /> east of the facility have expressed concerns about the odors. They also feel that it was not appropriate for <br /> the facility to be operating without the complete approval from all governing agencies or that residents within <br /> the vicinity where not properly notified by the County. <br /> Commissioner Demichelis asked Mike Huggins if there were a few active chicken ranches in this area. <br /> Mike Huggins replied that he did not know. <br /> Commissioner Demichelis said he is not sure, but he thinks that there are some and that odors might be <br /> coming from these chicken ranches. <br /> Pam Carder (16775 Howland Road, Lathrop) City of Lathrop, Director of the Community Development <br /> Department, distributed copies of her comments.
