She said that the water from the rinsing station will enter into a septic tank for <br /> pretreatment of wastes,while all waste water from the holding pens and rinse water from the carcass and kill <br /> floors will be pumped directly to the open air pond in the northwest corner of the project site. She said that <br /> the purpose of this pond is the settlement and treatment of waste solids and liquid wastes generated by this <br /> project. She added that there is and will always be a significant impact that must be addressed under CEQA. <br /> Ms. Carder said they would like to see the project denied. She also said that should this project not be <br /> denied,it should be referred back to staff for the preparation of an EIR that addresses all of the impacts and <br /> possible options to the application. <br /> Commissioner Carter said that in 1995 when the Commissioners first listened to this project, the City of <br /> Lathrop had indicated that there was going to be housing development within 1800 feet of the area, and yet <br /> they have not seen anything in regard to the housing development. She asked Ms. Carder if there is a <br /> proposed development. <br /> Pam Carder said that, yes, there is. The City of Lathrop is processing a Specific Plan application to put in <br /> 1800 house on 413 acres. <br /> Commissioner Demichelis asked where the Lathrop sewer system is to be located. <br /> Pam Carder responded that their current"Wastewater Facility Plan"that has already been adopted shows <br /> the plant where their existing plant is (Commerce Center). Ms. Carder said that they are in the process of <br /> revising that plan. <br /> Chairman Stocker asked Mike McGrew about the Sphere of Influence. <br /> Mike McGrew said that the Sphere of Influence is a term used by LAFCO and that it is the ultimate boundary <br /> up to which a city may grow. The practice of LAFCO in this County is that the sphere for a city generally <br /> coincides with the city's General Plan area, which may be outside of its corporate limits. If the proposal to <br /> expand Lathrop's Sphere of Influence is approved by LAFCO,then what you are looking at is a General Plan <br /> Amendment for the City as well as the County. However,that does not dictate what the Commission may do. <br /> The County's zoning and General Plan still apply. <br /> Commissioner Eley asked how many houses were proposed for the area. <br /> Pam Carder said there would be up to 1800 houses maximum. <br /> Jon Crawford(16775 Howland Road, Lathrop)City of Lathrop Public Works Director, said he is a registered <br /> civil engineer and managed the operation of wastewater treatment facilities for the Regional Board for over <br /> 10 years. He said that this project should be denied. He said that this project is located in the wrong part of <br /> the County and is the precise reason conditional Use Permits are required to be obtained for these types of <br /> uses. He said that the City of Lathrop has an <br /> applicationwith the Regional Water Quality Board for discharging into the river for those periods of time when <br /> there is excessive rain. <br /> Mike Huggins asked Mr. Crawford if Sharp's supplied them any water for their municipality. <br /> Mr.Crawford responded,no,they do not. What they do provide is cooling water for the co-generation facility. <br /> Commissioner Carter asked Mr. Crawford if there is a place large enough on the 12.5-acre project site to <br /> house the waste water treatment in order to move it away from the place where it is now positioned. <br /> Mr. Crawford responded that what he has done in the past is to put the ponds in the middle of the spray <br /> areas.
