An annual report will be <br /> submitted to the Water Quality Board. <br /> The Department of Public Works concluded that the proposed project will not have a significant impact on <br /> traffic. A Traffic Impact Mitigation Fee will be required of this project. <br /> Slaughterhouses are not necessarily malodorous. The proper handling of wastes and manure mandated <br /> by the CVRWQCB and Environmental Health should alleviate most odors associated with the facility. In <br /> addition, a recommended Condition of Approval requires all animal enclosures to be maintained free from <br /> litter, garbage, and manure to discourage proliferation of odors and vectors. The previous use at this site <br /> was a chicken ranch that created significant odors. <br /> The same requirements and Conditions of Approval that will alleviate odors will also reduce flies and <br /> other vectors. In addition, the operator will apply monthly a U.S. Department of Agriculture approved <br /> spray to the pens and manure storage area to control flies. <br /> The project will be required to provide a ten-foot-wide landscape strip along the frontage of the property. <br /> The project shall also be screened from the residence located to the west with a combination of fencing <br /> and landscaping. <br /> The project is located in the AG zone and may be conditionally permitted with an approved Use Permit. <br /> The site is located approximately one mile west of the City of Lathrop. The City of Lathrop's sphere of <br /> influence is located approximately 1,800 feet south of the site and is currently zoned AU-20. The City's <br /> General Plan for this area within its sphere is residential. The City maintains that this proposed <br /> residential development is not compatible with the proposed project. According to LAFCO, there is no <br /> application for incorporation of this area to the City.
