WASTE DISCHARGE REQUIREMENTS ORDER NO. 99-134 -5- <br /> RICHARD A. STAGNO <br /> STAGNO'S MEAT COMPANY <br /> SAN JOAQUINCOUNTY <br /> IT IS HEREBY ORDERED that Richard A. Stagno and Stagno's Meat Company, their agents, <br /> successors and assigns, in order to meet the provisions contained in Division 7 of the California Water <br /> Code and regulations adopted thereunder, shall comply with the following: <br /> A. Discharge Prohibitions: <br /> 1. Discharge of wastes to surface waters or surface water drainage courses is prohibited. <br /> 2. The entrance of confined animals in surface waters is prohibited. <br /> 3. By-pass or overflow of untreated or partially treated waste is prohibited. <br /> 4. Discharge of waste classified as `hazardous,' defined in Section 20164 of Title 27, <br /> CCR, or as `designated', defined in Section 13173 of the California Water Code,is <br /> prohibited. <br /> 5. Discharge of whole blood to the wastewater treatment pond is prohibited. <br /> 6. Discharge of offal, screenings and/or FOG, collected from the grease trap, to the <br /> wastewater treatment pond or designated disposal area is prohibited. <br /> 7. The discharge of any wastewater, including irrigation tailwaters that contain manure or <br /> other waste constituents,beyond the limits of the property boundary is prohibited. <br /> 8. A reduction in the available cropland used for application of wastewater is prohibited, <br /> unless the number of animals slaughtered on a daily basis is reduced proportionally. <br /> 9. Discharge of wastewater to the wastewater treatment pond and/or designated disposal <br /> area prior to completion of Provision 5 in Section E is prohibited. <br /> 10. Discharge of manure solids to the designated disposal is prohibited,unless data, <br /> collected per the attached Monitoring and Reporting Program, demonstrate the cropland <br /> soil is deficient in nutrients. <br /> B. Discharge Specifications: <br /> 1. Animal holding pens shall have adequate surface drainage to prevent continuous <br /> accumulation of surface water. <br /> 2. The animal holding pens, lagoons, and croplands shall have the capacity to retain any <br /> washwater and surface water drainage generated during a 25-year/24-hour storm. <br />
