MONITORING AND REPORTING PROGRAM ORDER NO. 99-134 -2-
RICHARD A. STAGNO, AND
STAGNO'S MEAT COMPANY
SAN JOAQUIN COUNTY
DESIGNATED DISPOSAL AREA MONITORING
The Discharger shall monitor the soil within the designated disposal area to ascertain whether the
nitrate-nitrogen loading in the cropland is in excess of that required by the crop. A composite soil
sample shall be collected and analyzed for the following compounds:
Compounds Units Sampling Frequency
Salinity mg/kg Annual'
Nitrogen mg/kg Annual'
Phosphorus mg/kg Annual'
Potassium mg/kg Annual'
' Annual samples shall be collected prior to the onset of the rainy season.
Upon written request from the Discharger, manure solids may be disced into the cropland soil prior to
planting, provided the analytical results from the previous year of operation indicate the soil is deficient
in nitrogen,phosphorus, or potassium.
GROUNDWATER MONITORING
Groundwater samples shall be collected for analysis after the monitoring well(s)has been adequately
purged. Purging is defined as either three well volumes or until stabilization of temperature,pH, and
electrical conductivity.
After installation and development, all monitoring wells shall be measured for depth to water and shall
be sampled and analyzed for baseline concentrations of general minerals (consisting of calcium,
magnesium, potassium, sodium, chloride, sulfate, nitrate, TDS, alkalinity series,pH, and hardness),
boron, phosphate, Total Kjeldahl Nitrogen, and ammonia. In addition, the sample from the upgradient
well shall be analyzed for a Nitrogen stable isotope ratio analysis. Upon collection and analysis of
baseline groundwater samples from each monitoring well, the following monitoring program shall be
implemented:
