(Use <br /> Type: Agricultural Wastes) The project will encompass''approximately twelve acres of <br /> the 31.4-acre site. The green waste.wil.1 be ground on-site by a portable tub grinder. It <br /> will then be placed in long windrows approximately five feet high and ten feet wide. The <br /> ground material will be turned periodically as needed with a windrow turning machine to <br /> maintain the proper temperature and humidity for the rapid breakdown of the green <br /> waste into compost. The finished product will be kept iiin:windrows until transported off- <br /> site. <br /> 4 <br /> This project is located on the south side of W. Prewert Road, 1.3 miles west of S. <br /> Manthey Road, west of Lathrop. The General Plan designation is General Agriculture <br /> (AIG) and the zoning is General Agricultural-40 acre minimum (AG-40). <br /> Permits <br /> The processing of green waste into compost is a permitted use in the AG-40 zone with <br /> an approved Site Approval application. Permits or waivers from other agencies will also <br /> be needed. A permit will be needed from the Integrated Waste Management Board. A <br /> Permit to Operate (PTO) will be needed from the San Joaquin Valley Air Pollution <br /> Control District. A permit or waiver will be needed from the Regional Water Quality <br /> Control Board. And the Council of Governments will require mitigation for the loss of <br /> habitat. This is usually accomplished by participation in the San Joaquin County Multi- <br /> Species Habitat Conservation and Open Space Plan (SJMSCP). However, alternative <br /> mitigation in an amount and kind equal to that provided in the SJMSCP may be <br /> provided.
