PA-1200011 OF JAMES SANCHEZ <br /> (C/O VALLEY ORGANICS) (APN: 191-260-22; ADDRESS: 920 W. <br /> FREWERT ROAD, LATHROP) <br /> This project is a Use Permit application to add urban green waste (which may include <br /> some food waste handling activities) to an existing agricultural green waste composting <br /> facility (Use Type: Major Impact Services). The project area is twenty acres in size. No <br /> new buildings will be constructed. Material is accepted into the facility and incorporated <br /> into windrows. The windrows will be turned periodically with a windrow turner and <br /> monitored for temperature and moisture. The final product will be cured and sold as <br /> organically certified compost to agricultural and landscape uses in the region. A <br /> maximum of five hundred tons per day and 182,500 tons per year of material will be <br /> accepted at the facility. This parcel is not under a Williamson Act contract. <br /> This project is located on the south side of Frewert Road, 1.3 miles west of Manthey <br /> Road, west of Lathrop <br /> The Community Development Department has reviewed the application and offers the <br /> following comments: <br /> Lathrop-Manteca Fire Protection District <br /> The Community Development Department sent a referral to the Lathrop-Manteca Fire <br /> Protection District on January 27, 2012. The Fire District responded in a memo dated <br /> January 31, 2012. The memo states that the District has been working with the applicant <br /> to improve the facility and bring it into compliance with the California Fire Code. The <br /> District is asking the applicant to convert the existing access roads and separation area <br /> between piles to be "all-weather surfaces'; remove or bring up to code the unused <br /> buildings, and improve or replace the existing fuel dispensing tanks and containment. <br /> Currently, the District does not support the project until these improvements are made. <br /> However, Fire Inspector Steven Pickerill indicated that the District would resubmit their <br /> letter in the form of conditions, so that the project can move forward. <br /> 1 <br />
