2. INCESSANT BARKING <br /> We have called the County Animal Control about the numerous dogs and barking <br /> problems in the past. We sleep with our windows open during the summer months and have <br /> listened to her dogs bark all night. We have been very tempted to call Ms. Schenk at 2:00 or <br /> 3:00 in the morning to request that she quite her dogs. Just recently, Tom spoke to her about the <br /> kennel license and the problems with the dogs barking and her response was I must not have <br /> been home. Herein lies the problem. Who is going to keep these dogs quite when she is not at <br /> home. She doesn't do much when she is home and of course nothing is done when she is not. <br /> As recent as two weeks ago, I was out watering plants on my front porch and her dogs started in <br /> barking with the neighbor dogs and you literally could not hear yourself think. It went on for 5- <br /> 10 minutes at a minimum. She did not come outside to control her dogs. <br /> 3. SAFETY ISSUE <br /> Many of the dogs this neighbor acquires are strays by her own admission. With no <br /> history on these animals, I don't trust them. We have had her dogs on our fenced property and <br /> until recently I had a 23 year old cat I worried about constantly for fear that one of her dogs <br /> would come tbru our fence,which they have in the past, and get my cat. Our neighbor to the <br /> north of us was bitten by one of her dogs on her property in the past. Obviously there is real <br /> concern about the temperament and lack of control of these animals. <br /> 4. ENFORCEMENT <br /> It has been our experience in the past that nothing has been done to enforce the three dog <br /> limit with Ms. Schenk. The issues concerning the number of dogs and complaints concerning <br /> them have been ongoing for years. Who is going to enforce the nine dog limit? One could <br /> certainly understand our lack of faith that anyone will. What will be the requirements for <br /> building and maintaining this dog kennel? Will the dogs be required to be confined to the kennel <br /> or will they have the run of the property 24/7? How will this be enforced? Will the requirements <br /> for this license be the same as that of a boarding kennel? Will boarding be allowed? If boarding <br /> is allowed,who will maintain our dirt road (public road,privately maintained)with the increased <br /> traffic? <br /> In closing we all love our dogs. We are not vindictive neighbors trying to make things <br /> difficult for Ms. Schenk. We have tolerated a great deal of nuisance with her dogs just to try and <br /> keep peace but we cannot agree to this license with the history we have experienced with her <br /> dogs. I know this neighbor loves dogs and we have no problem with her having the three dogs <br /> allowed by county ordinance and keeping them in her yard and reasonably quite. <br /> Thank you for your consideration. ` <br /> U <br />
