The workplan was received at the Board on 8 December 2000 and was <br /> prepared in response to Regional Board correspondence dated 25 September 2000 requesting installation <br /> of groundwater monitoring wells for the Bear Creek Winery wastewater disposal areas. After reviewing <br /> the workplan, I have the following comments: <br /> • No wells are located downgradient of the secondary water disposal area. Please install a fourth <br /> well downgradient of the secondary disposal area and install the"upgradient well,"upgradient of <br /> the vineyard area. Resubmit Figure 1 with the new proposed well locations. <br /> • The minimum annular seal length is described as 10 feet. However, California Well Standards <br /> Bulletin 74-90 requires a minimum seal length of 20 feet (Part II, Monitoring Well Construction, <br /> Section 9.A.1). This specification may require an exemption for an unusual condition from the <br /> San Joaquin County Environmental Health Department which issues permits for the wells. <br /> • If conditions in the borehole allow, it is recommended that the sand pack be surged prior to <br /> installing the bentonite transition seal. <br /> • A table which lists the details of the groundwater sampling program is required. At a minimum, <br /> the table shall include a list of the wells to be sampled, analytical methods, sample containers, <br /> sample volumes, preservation agents, and sample holding times for each analytical method. <br /> • Please describe the sampling procedure that will be followed if the bailer attached to the pump <br /> does not provide adequate sample volume. <br /> The workplan is approved on the condition that the above comments are addressed in an addendum letter <br /> to be submitted by 19 December 2000.
