State Route Highway 4, Stockton,CA <br /> A complaint on this property came to our office from Roger Formanak,attorney for California State Department of <br /> Transportation(Caltrans). <br /> The property owners Larry and Donette D'Alonzo have been placing horse manure on the right-of-way for State <br /> Highway Route 4 adjacent to their property. An onsite meeting was held Friday,October 20,2000 with Mr.and <br /> Mrs. D'Alonzo,Caltrans attorney Roger Formanak,Caltrans Maintenance Superintendent II Kent Kimbal,Caltrans <br /> Maintenance Supervisor Steven Stolp and Johnny Yoakum of San Joaquin County,Public Health Services- <br /> Environmental Health Division(SJC-PHS-EHD). At that time Caltrans agreed to remove the horse manure back to <br /> the D'Alonzo property provided it was acceptable to SJC-PHS-EHD and California Regional Water Quality Control <br /> Board(RWQCB). A Notice-to-Abate the problem was issued by SJC-PHS-EHD to the D'Alonzo's at this time. <br /> The notice gave 10 days to abate the horse manure problem. <br /> Monday,October 23,2000 another onsite meeting was held. Louis Pratt of RWQCB,Roger Formanak and Kent <br /> Kimbal of Caltrans and Johnny Yoakum of SJC-PHS-EHD were present. A staging area for temporarily stockpiling <br /> the horse manure removed by Caltrans from the highway was deemed acceptable by SJC-PHS-EHD and CRWQCB. <br /> Louis Pratt issued a Notice-of-Violation letter for water quality violations on October 26,2000 to Mr.and Mrs. <br /> D'Alonzo. <br /> There are issues with the Land Use Permit: <br /> 1) The maximum number of horses on site,20 has been exceeded and the number on site is closer to 40. <br /> 2) The manure,according to the permit is not to stay on site more than 7 days.
