Wilhoit Road <br /> Stockton, CA 95206 <br /> NOTICE OF VIOLATION <br /> An inspection was conducted at your facility on 23 October in response to a complaint from Caltrans <br /> alleging a discharge of horse manure onto the right-of-way of State Highway 4. The inspection revealed <br /> that manure and bedding had been discharged along the highway as alleged. A copy of the inspection <br /> report is enclosed for your records. <br /> The discharge of waste off of property under your control is a violation of water quality regulations. The <br /> violation is subject to enforcement action. A copy of the Confined Animal Facilities Regulations is <br /> enclosed for your reference. <br /> The waste should be cleaned-up and removed from the roadside ditch. All animal waste generated at the <br /> facility should be transported, spread and incorporated pursuant to the conditions of County Use Permit <br /> #UP-94-3. <br /> Please submit to this office by 17 November 2000, a written report outlining the steps that you have <br /> taken to clean-up the waste, and to remove the waste from the facility as required by the Use Permit. <br /> Please include the location(s) where the waste was taken, and a description of the procedures used to <br /> apply the wastes to cropland. <br /> If you have any questions, please call me at (916) 255-3110. <br /> Fes' '0�' <br /> 'UIS F.
