CENTRAL VALLEY REGIONAL WATER QUALITY CONTROL BOARD <br /> INSPECTION REPORT <br /> 25 October 2000 <br /> DISCHARGER: D'Alonzo Ranch <br /> LOCATION & COUNTY: 4101 Wilhoit Road, Stockton, San Joaquin County <br /> CONTACT(S): <br /> INSPECTION DATE: 23 October 2000 <br /> INSPECTED BY: Louis F. Pratt <br /> ACCOMPANIED BY: Roger Formanek and Steven Stolp, Caltrans; and Johnny Yoakum, San <br /> Joaquin County Public Health Services. <br /> OBSERVATIONS AND COMMENTS: <br /> This inspection was conducted at the request of Mr. Formanek, Attorney for Caltrans. Caltrans workers <br /> had found horse manure-bedding mixture (material) deposited along the south side of Highway 4, west of <br /> Wilhoit Road, adjacent to the D'Alonzo Ranch. The inspection revealed a pile of material approximately <br /> 750 feet long, 10 feet wide and 2 feet deep within the highway right-of-way. Some material was in the <br /> drainage ditch which parallels the highway. <br /> Mr. Formanek explained that he contacted Mr. D'Alonzo on 20 October and informed him that Caltrans <br /> would clean-up the material in the right-of-way for safety reasons, and would deposit it on the horse ranch <br /> property. However, the drainage ditch lies outside the highway right-of-way, and Caltrans would not <br /> clean-up the material in the ditch. <br /> Mr. Yoakum stated that Mr. D'Alonzo is required by Use Permit#UP-94-3 to remove waste material <br /> from the facility on a weekly basis and transport it to a place where it can be spread and incorporated. Mr. <br /> Yoakum subsequently provided a copy of the permit to Regional Board staff. <br /> Although there was no water in the drainage ditch at the time of the inspection, it appears that the <br /> direction of flow of the ditch is to the east to Wilhoit Road,then south, then west. Drainage in this area is <br /> tributary to the Delta. <br /> SUMMARY: <br /> Because animal waste is improperly discharged, the facility is in violation of the Confined Animal <br /> Facilities Regulations found in Title 27 of the California Code of Regulations. <br /> ate <br /> LOUIS F.
