h. A row of trees is required within the buffer area to provide a visual screen. The type and <br /> spacing of the trees is to be reviewed by the Director of the Community Development <br /> Department. <br /> i. This project is limited to 30 horses in the arenas, stalls, and paddocks. This limit does <br /> not apply to the pasture. <br /> 2. The driveway approach shall be improved in accordance with the requirements of San <br /> Joaquin County Standard R-17 prior to issuance of the occupancy permit. (Development <br /> Title Section 9-1145.5) <br /> b. An encroachment permit shall be required for work within the road right-of-way. <br /> (Development Title Section 9-1145.2) <br /> C. The frontage improvements for Wilhoit Road shall be constructed in conformance with <br /> standards for one-half of a 60-foot-wide right-of-way rural collector road. The construction <br /> of the frontage improvements will be deferred upon execution by the owner of a Deferred <br /> Frontage and Roadway Improvement Agreement or a Secured Deferred Frontage and <br /> Roadway Improvement Agreement with a deposit equivalent to the estimated construction <br /> costs prior to approval of the Improvement Plan. A $260.00 fee currently is required in <br /> addition to a copy of the Grant Deed, recording fee, and an estimate for the required <br /> frontage improvements. The estimate shall be prepared by a Registered Civil Engineer <br /> with a typical section drawing on a form to the supplied by the Department of Public <br /> Works and submitted to Public Works for approval. As an option, Public Works will <br /> prepare the drawing and estimate for an additional fee of $115.00. (Development Title <br /> Section 9-1150.2) <br /> d. The Traffic Impact Mitigation Fee will be required for this development. The fee is due <br /> and payable at the time of building permit application. The fee currently is$1,638.00 per <br /> 1,000 gross square feet of building designated as 'Service Commercial' or $234.92 per <br /> daily trip-end generated in the Delta area. The fee shall be automatically adjusted July <br /> 1 of each year by the Engineering Construction Cost Index as published by the <br /> Engineering News Record. (Resolutions R-90-304 and R-91-1025) <br /> 3. PUBLIC HEALTH SERVICES: (Contact Person: Carol Oz, 4683440) <br /> a. The number of animals per acre shall be consistent with appropriate waste management <br /> practices. A manure management plan shall be submitted for approval to the <br /> Environmental Health Division. A review fee of $156.00 is applicable at the time of <br /> submittal. <br /> b. Construction of an individual sewage disposal system under permit and inspection by the <br /> Environmental Health Division is required at the time of development.
