PA-0700226 FOR FLAG CITY DESIGN GUIDELINES <br /> (FOURTH SUPERVISORIAL DISTRICT) <br /> IT IS RECOMMENDED: <br /> That the Board of Supervisors: <br /> 1. Approve the Negative Declaration; and <br /> 2. Adopt the attached Resolution approving Special Purpose Plan No. PA- <br /> 0700226,with the Basis for Special Purpose Plan and said Special Purpose <br /> Plan attached thereto as Exhibit "A" and Exhibit `B", respectively. <br /> BACKGROUND: <br /> This Special Purpose Plan is initiated by the County and consists of Design Guidelines <br /> for the Flag City area. The Design Guidelines are being prepared at the request of the <br /> City of Lodi and as a condition of the City's providing sewer treatment service to the Flag <br /> City development. Specifically, the Design Guidelines are being prepared pursuant to <br /> Section 2.m. of the"Memorandum of Understanding County Service Area No. 31-`Flag <br /> City' Domestic Waste Connection" (Agreement A-07-234) (Exhibit "A"). <br /> The Flag City Development is served by a self-contained sewer treatment plant, sized to <br /> serve 80 acres of land within the CSA 31 boundary. The treatment plant effluent is <br /> currently discharged to the Highline Canal, located west of Interstate 5. <br /> Increased State regulatory restrictions on surface water discharges have required the <br /> completion of various water quality studies and interim treatment upgrades to maintain <br /> compliance with the Treatment Plant's discharge permit requirements. Significant efforts <br /> and funding have been expended over the past two years to implement interim Treatment <br /> Plant upgrades to avoid violations and the possibility of fines. This required a short-term <br /> bridge loan from the County Reserve for Contingencies in October of 2005. <br />
