-2- <br /> The Regional Water Quality Control Board has mandated that further Treatment Plant <br /> upgrades be completed by January of 2008 to comply with surface water discharge <br /> requirements. Treatment options that were considered include: 1) receiving treatment <br /> services from an adjacent city; 2)upgrading the Flag City Treatment Plant to continue <br /> surface water discharges; or 3) modifying the plant and effluent system to provide land- <br /> bases disposal of the effluent. On December 1, 2005, the Board of Supervisors authorized <br /> the Chairman to formally request sewer service from the City of Lodi on behalf of CSA <br /> 31, <br /> On May 27, 2007, Memorandum of Understanding A-07-234 was approved by the <br /> Chairman of the Board of Supervisors and the Lodi City Manager. <br /> The MOU provided that the County would prepare design guidelines for the area within <br /> CSA 31 in cooperation with the City of Lodi. The Lodi Community Development <br /> Department prepared draft guidelines consistent with the provisions requested by the City <br /> of Lodi in the MOU. <br /> County Community Development Department staff met with the Flag City property <br /> owners on June 6, 2007 at the Flag City RV Park to discuss the draft guidelines. The <br /> owners had several comments that were incorporated into the draft Design Guidelines. <br /> After meeting with the property owners, Community Development Department staff met <br /> with the City of Lodi Community Development Department. The County Community <br /> Development Department made changes based on the Lodi Community Development <br /> Department comments. The final version was then reviewed in the Development <br /> Committee on July 11, 2007 and agreed to by all parties. <br /> REASON FOR RECOMMENDATION: <br /> The Planning Commission considered this item on consent at the August 2, 2007, <br /> Planning Commission hearing. The Planning Commission unanimously recommended <br /> that the Board of Supervisors approve the proposed Special Purpose Plan. <br /> A legal ad for the public hearing was published in The Record on August 31, 2007, and <br /> public hearing notices were mailed. <br />
