6.1.3 RCRA TSD Facilities and CORRACTS List <br /> The Resource Conservation and Recovery Act (RCRA) program is designed to identify <br /> and track hazardous waste from the point of generation to the point of disposal. The <br /> Resource Conservation and Recovery Information System (RCRIS) lists facilities that <br /> are permitted for treatment, storage, or disposal (TSD) of EPA-regulated hazardous <br /> waste. It also contains information pertaining to the status of facilities tracked by the <br /> RCRA Administrative Action Tracking System (RAATS). RAATS lists RCRA violations <br /> under administrative review or sanction by the EPA. In addition, the EPA maintains the <br /> Corrective Action Site (CORRACTS) list, which is a database of RCRA-permitted <br /> facilities that are undergoing a corrective action pursuant to an order issued by the EPA <br /> under RCRA Section 3008(h). A "corrective action order" may be issued by the EPA <br /> when there is a release of hazardous waste into the environment from a RCRA facility. <br /> The order may require corrective actions that extend beyond the facility's border. The <br /> CORRACTS list was searched for RCRA TSD facilities within a one-mile radius of the <br /> subject property. <br /> 6.1.4 RCRA Large Quantity Hazardous Waste Generators Database <br /> Generators of hazardous waste are required under RCRA to obtain a generator <br /> identification number from the EPA. Generators of hazardous waste that have obtained <br /> identification numbers and either generate more than 1,000 OKg of hazardous waste per <br /> month or meet other applicable requirements of RCRA are listed in the RCRIS database <br /> as Large Quantity Generators (LQGs). The RCRIS database also contains information <br /> pertaining to the status of facilities tracked by RAATS. The database was reviewed for <br /> listed generators and RAATS-listed facilities within a one-quarter-mile radius of the <br /> subject property. <br /> 6.1.5 RCRA Small Quantity Hazardous Waste Generators Database <br /> Generators of hazardous waste that have obtained identification numbers and either <br /> generate between 100 Kg and 1,000 Kg of hazardous waste per month or meet other <br /> applicable requirements of RCRA are listed in the RCRIS database as Small Quantity <br /> Generators (SQGs). RCRIS also contains information pertaining to the status of <br /> facilities tracked by RAATS. The database was reviewed for listed generators and <br /> RAATS-listed facilities within a one-quarter-mile radius of the subject property. <br /> 6.1.6 ERNS Database <br /> The EPA Emergency Response Notification System (ERNS) database includes <br /> information on sudden or accidental releases of hazardous substances and petroleum <br /> into the environment. The ERNS database was reviewed for listings within a one- <br /> quarter-mile radius of the subject property. <br /> 6.1.7 California State Superfund (SPL) <br /> The California EPA, Department of Toxic Substances Control (DTSC), maintains the <br /> CalSites database of known or suspected contaminated properties. The CalSites <br /> database includes a listing of state priority sites known as Annual Work Plan sites.
