6.0 REGULATORY AGENCY LIST REVIEW AND FILE RESEARCH <br /> SECOR reviewed regulatory databases maintained by various federal and state environmental <br /> agencies. which were provided by Environmental Data Resources, Inc. (EDR) of Milford, <br /> Connecticut. A copy of the complete database listings obtained from EDR and a map showing <br /> the locations of listed sites relative to the subject property are presented in Appendix B. <br /> According to EDR, the information from the various federal and state agencies is obtained and <br /> updated regularly per ASTM standards. Dates of the individual databases and lists utilized by <br /> EDR are included in the report in Appendix B. <br /> The purpose of the review was to identify reported listings for the subject property or other <br /> properties within a one-half-mile radius surrounding the subject property. Databases reviewed <br /> included federal and state lists of known or suspected contaminated sites, lists of known <br /> handlers or generators of hazardous waste, lists of known waste disposal facilities, and lists of <br /> permitted UST's. <br /> The EDR document lists a number of sites as "orphan" sites. EDR was unable to confirm the <br /> locations of these sites, or assess whether they were located within the designated search <br /> radius. SECOR independently reviewed the locations of these "orphan" sites, to the extent <br /> possible, using various maps and our knowledge of the subject property area. Any of the <br /> "orphan" sites determined to be within the designated search radius are included in the listings <br /> and discussions in the following sections. <br /> 6.1 FEDERAL AND STATE REGULATORY AGENCIES <br /> 6.1.1 EPA National Priority List <br /> The EPA National Priorities List (NPL) of hazardous waste sites was reviewed. The NPL <br /> includes uncontrolled or abandoned hazardous waste sites that have been assigned the <br /> highest risk, based on the EPA's Hazard Ranking System, and that have been targeted <br /> for long-term remediation under the federal Superfund program. The NPL was reviewed <br /> for listed sites within a one-mile radius of the subject property. <br /> 6.1.2 EPA CERCLIS Inventory <br /> The EPA Comprehensive Environmental Response, Compensation, and Liability <br /> Information System (CERCLIS) inventory of potential hazardous waste sites under <br /> investigation was reviewed. This list includes sites that are, or have previously been, <br /> evaluated for possible inclusion on the NPL. The CERCLIS inventory was reviewed for <br /> listed sites within a one-half-mile radius of the subject property. <br /> The CERCLIS database includes a subset of sites that have been assigned No Further <br /> Remedial Action Planned (NFRAP) status. These are sites where, following an initial <br /> investigation, no contamination was found, contamination was removed quickly, or the <br /> contamination was not serious enough to require NPL consideration. <br /> Final ESA Report-30096.009-Tracy CA.doc 16 SECOR International Incorporated <br /> April 14,2005 <br />
