i
1.
does not appear to pose an environmental concern to the site. However, Kleinfelder recommends
SJCCDD follow-up with the current clean-up activities being conducted for the site.
A pole-mounted transformer was observed offsite, near the northwestern corner of the site. No
staining or leakage was observed on or underneath the transformer and it is not expected to have
an adverse impact on the site
.. CONCLUSIONS AND RECOMMENDATIONS
` In summary, the results of our EDR report review and site reconnaissance has revealed evidence
of possible recognized environmental conditions in connection with the property.
A domestic septic system associated with the pre-existing residence on site was reportedly
removed during the week of February 11, 2002. According to Mr. Harry Islas, the leach lines
were found and removed, however, no evidence of the septic tank was located. The system was
removed under direction of the San Joaquin County Public Health Services/Environmental
Health Division regulations. In addition, according to Mr. Islas, the single-family residence
located on site since 1940 was also recently removed. Kleinfelder was not provided information
L as to the potential for asbestos containing materials (ACMs) and/or components containing lead
which may have been associated with the structure.
Several offsite facilities appear on databases researched by EDR. At the request of the client,
files regarding violations and/or incidents were not reviewed. Because little information has
been reported regarding the violations and/or incidents at these facilities, they may pose an
adverse impact to the site. Kleinfelder recommends that a full Phase I Environmental Site
Assessment be conducted to further investigate possible impacts that these offsite facilities may
have on the subject site.
LIMITATIONS
This limited site reconnaissance and Regulatory Agency Database Review are non-
comprehensive by nature and are unlikely to identify all environmental problems or eliminate all
risk. The attached report is a qualitative assessment. Kleinfelder offers a range of investigative
6"' and engineering services to suit the needs of our clients, including more quantitative
investigations. Although risk can never be eliminated, more detailed and extensive
investigations yield more information, which may help you understand and better manage your
risks. Since such detailed services involve greater expense, we ask our clients to participate in
identifying the level of service, which will provide them with an acceptable level of risk. Please
contact the signatories of this report if you would like to discuss this issue of risk further.
r.
Land use, site conditions (both on-site and off-site) and other factors will change over time-
Since site activities and regulations beyond our control could change at any time after the
completion of this report, our observations, findings and opinions can be considered valid only as
of the date of the site visit.
L
12538.P01/2002L089 Page 11 of 12
Copyright 2002 Kleinfelder,Inc.
