f
to
Analysis
Background
On January 9, 1997, the Planning Commission approved Use Permit No. UP-%-6 subject to the Conditions of
Approval contained in the staff report. The approval was valid for 18 months until July 21, 1998. On August 20,
1998, a one-year time extension was approved by the Planning Commission and was valid through July 21,
1999. The applicants have complied with all Conditions of Approval and have been in existence since
September of 1998. The owners are currently under enforcement for parking commercial tracks without the
proper permits.
Land Use
The properties adjacent to the project site are all zoned General-Agriculture (AG-40) and have a General Plan
designation of General Agriculture(AIG). The applicants have proposed to allow the parking of two(2)trucks as
an acoessory use to the existing 170-person temple. The size of the parcel is ten(10)acres and appears to have
adequate space for additional truck parking.
Accessory Use
An accessory use is defined as a subordinate use customarily incidental to andlocated upon the same lot
occupied by a main use(Development Tale Section 9-110). The applicants would like their visitors to know they
are welcome to stop to pray, rest, and have a meal before continuing on their route. Because the existing temple
is located within a mile and a half (1 %) of Interstate 205 (a main truck route), the Community Development
Department has concluded that the parking of two (2) trucks on a temporary basis can be considered an
accessory use to a religious assembly.
f
i
I
l
San Joaquin County UP-96-61Singh i
Community Development Page 3
1
