Bumper guards shall be provided when <br /> necessary to protect adjacent structures or properties. <br />! No spillover beyond the property <br /> lines shall be permitted except onto public <br /> thoroughfares, provided, however, that such light shall <br /> " not cause a hazard to motorists.
