` Mountain House Specific Plan III <br /> .................................................................................................................................................................................. <br /> 3.2.4 Interim Agricultural Operations <br /> 3.2.4.1 Master Plan Summary <br /> The Mountain House community was planned to build out over a period of years. Although agricultural <br /> operations will be phased out as development occurs, interim agricultural enterprises should be encouraged <br /> and protected. <br /> 3.2.4.2 Specific Plan III Description <br /> To the extent feasible, Specific Plan III provides for phasing of development to allow continuation of adjacent <br /> agricultural operations. Development adjacent to existing agricultural operations shall utilize permanent <br /> setbacks, landscape buffers,fencing or walls to minimize noise, spray drift,and limit the potential for <br /> trespass.Development near and adjacent to existing agricultural operations shall ensure protection of <br /> agricultural water supplies. <br /> 3.2.4.3 Implementation Measures <br /> a. Phasing of development within neighborhoods shall provide buffering for adjacent agricultural <br /> operations. Fencing and buffers shall be provided as described in Chapter 4. <br /> b. Existing water and utility resources shall be maintained to serve continuing agricultural operations. <br /> c. Development adjacent to existing agricultural operations shall utilize interim or permanent setbacks, <br /> landscape buffers, fencing or walls to minimize noise, spray drift,and limit the potential for trespass. <br /> d. If a Countywide agricultural mitigation fee is established prior to adoption of Final Maps,the fee shall be <br /> paid to the County for each agricultural acre converted to urban use, or as directed by the specific fee <br /> ■, program. <br /> e. A temporary buffer within the community to include a 100-Foot setback shall be maintained between the <br /> edge of development and adjoining agricultural operations within Mountain House as the project builds <br /> out. <br /> _ f. An Agricultural Buffer and Conversion Phasing Plan shall be submitted to the Community Development <br /> Department and approved by the Planning Commission as part of the Tentative Map.The plan shall <br /> incorporate the following: <br /> Phasing of areas from agricultural to urban use including locations and time frames <br /> Irrigation water supply and service plan approved by Byron Bethany Irrigation District(BBID) <br /> ` • BBID encroachment permits <br /> Temporary and permanent setbacks <br /> i' • Landscape buffers <br /> Draft 03/14/05 3-11 <br /> ................................................................................................................................................................................... <br /> r <br />
