Under this <br /> alternative and the proposed project,the public facility uses would be the same. <br /> The concept plan for this alternative is presented as Figure 5-1. In addition, a transit program would be <br /> implemented as part of this alternative to encourage mass transit use and to reduce reliance on the automobile. <br /> A transportation demand management(TDM)coordinator would be designated by the College Park developers <br /> and would coordinate implementation of the trip-reduction measures identified in Table 5-4 and market a <br /> Transportation Management Association(TMA)Center in College Park.The trip-reduction measures would be _ <br /> implemented immediately after occupancy of the 500th home on the project site.The TDM coordinator,TMA, <br /> and trip-reduction measures would be funded by the College Park developers until such time as the individual <br /> developments within College Park would be able to take over the funding responsibility on a fair-share basis. <br /> In addition to the above,two 30car park-and-ride lots would be provided by the College Park developers within the <br /> project site(one along Grant Line Road and one along Mountain House Parkway within the vicinity of future transit <br /> stops)and would be maintained on a fair-share basis by all development in College Park.Implementation of the trip- <br /> reduction program above would reduce trips associated with this alternative by approximately 5%(T JKM <br /> Transportation Consultants 2005c).This trip reduction would be in addition to the trip reduction associated with the <br /> changes in land uses under this alternative(see"Transportation"subsection below for further discussion). — <br /> The Traffic/Air Emission Reduction Alternative provides a scenario designed to reduce traffic generation and trip <br /> length as compared to the proposed project,and reduce the significant and unavoidable traffic and air quality _ <br /> impacts.This alternative would also reduce some of the public utility,public service,park demand,traffic noise, <br /> drainage,and water quality impacts that would otherwise occur under the proposed project,although this <br /> alternative would not avoid any of the significant and unavoidable impacts of the proposed project(traffic impacts <br /> on area freeways and Altamont Pass Road,air quality impacts in terms of TACs and regional emissions, farmland <br /> conversion). <br /> Because this alternative would increase the ratio of on-site jobs to housing called for under the MHMP,an <br /> amendment of the jobs/housing ratio policies would be required to permit this alternative. Otherwise,the same <br /> entitlements being sought for the proposed project would be required for this alternative(i.e., amendment of the <br /> County's General Plan to permit development of a community college; amendment of the MHMP to add a public — <br /> college designation,consolidation of neighborhoods,realignment of Central Parkway, and amendment of the <br /> acreages of multiple other land use designations; amendment of the MHCSD Utility Master Plans for stormwater, <br /> water,and wastewater improvements; and amendment of the Consolidated Development Title to address changes — <br /> of development standards). <br /> IMPACT ANALYSIS <br /> Land Use and Agriculture <br /> Like the proposed project,the Traffic/Air Emissions Reduction Alternative would convert the project site from — <br /> agricultural and residential uses to mixed urban uses,remove the existing irrigation canals,develop new urban <br /> uses adjacent to existing uses,and develop new unlike urban uses adjacent to one another. Approximately the <br /> same total acreage would be affected under this alternative as under the proposed project(including the same off- <br /> site infrastructure sites and the Pombo property).
