Cultural Resources <br /> The project site does not contain any cultural resources listed in the NRHP or the CRHR, and although the site <br /> (including the off-site infrastructure areas)contains 10 known historic-era cultural resources,none of these are listed <br /> or eligible for listing in the CRHR.A portion of the site(Grant Line Village)contains 23 existing <br /> .- buildings/structures that may represent historic resources(i.e.,are currently 50+years of age or would be 50+years <br /> of age at project buildout[2025])and may contain undiscovered and unrecorded subsurface cultural resources. <br /> Both the Traffic/Air Emissions Alternative and the proposed project would disrupt the 815-acre project site,off-site <br /> infrastructure locations,and Grant Line Village and thus both would have the potential to result in significant impacts <br /> on undiscovered and unrecorded subsurface cultural resources and/or potential historic structures.Because the area to <br /> _ be affected would be the same under each scenario,the potential for significant cultural resources impacts would be <br /> similar for this alternative and the proposed project.[Similar] <br /> Drainage <br /> Both the MHMP Buildout Alternative and the proposed project would include development of the 815-acre <br /> project site; construction activities within the off-site infrastructure sites; grading of the project site; an increase in <br /> impervious surfaces, 100-year runoff,and runoff velocity; and an increase in demand for capacity in the existing <br /> and proposed MHCSD storm drain system. The 100-year runoff volume would be expected to be slightly less <br /> under this alternative than under the proposed project because more turfed open space would be provided under <br /> this alternative(associated with the clustering of residential units on several of the R/MH parcels under this <br /> alternative).Both scenarios would result in less-than-significant sedimentation/erosion and flooding/exceedance <br /> of storm drain capacity impacts,because of: <br /> L � implementation of existing San Joaquin County and MHCSD policies,requirements, and standards applicable <br /> to development within the MHMP area with which any development would need to comply and <br /> the general consistency of each of these scenarios with the Mountain House Stormwater Master Drainage <br /> Plan. <br /> —. Both scenarios would also result in a lower demand for capacity in the MHCSD storm drain system than the <br /> system has been planned for and designed to accommodate.Therefore, drainage impacts would be similar for this <br /> alternative and the proposed project.[Similar] <br /> Water Quality <br /> Both the Traffic/Air Emissions Reduction Alternative and the proposed project would include mass grading, <br /> earth-moving activities,and excavations during construction across the 815-acre project site(with the possible <br /> exception of Grant Line Village). Both scenarios would also include construction activities of roughly the same <br /> scale and size over the same 20-year period.Therefore, it is anticipated that this alternative and the proposed <br /> project would result in similar significant water quality impacts during construction.[Similar] <br /> Both the Traffic/Air Emissions Reduction Alternative and the proposed project would convert 815 acres from primarily <br /> �— agricultural uses to mixed urban uses and thus would generate urban runoff that would eventually be discharged to <br /> Mountain House Creek and Old River.As indicated in Table 4.8-5 in Section 4.8,"Water Quality,"contaminant <br /> loading under the proposed project with BMPs incorporated would be less for each of the constituents evaluated than is <br /> currently generated on the project site by the existing agricultural uses.Therefore,the proposed project would result in <br /> less-than-significant water quality impacts during operation.Because the two scenarios would be of the same size and <br /> generally of the same scale,and because the same water quality basins and BMPs would be implemented under each <br /> scenario,the level of impact would be similar.[Similar] <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 5-21 Alternatives to the Proposed Project <br />
