Public Health and Safety <br /> Like the proposed project,the Traffic/Air Emissions Reduction Alternative would include the development of - <br /> mixed uses across the 815-acre project site and the development of utilities infrastructure and roadways within the <br /> off-site infrastructure sites. Like the proposed project,this alternative would result in: <br /> a significant potential for exposure to preexisting hazardous materials(including listed hazardous materials <br /> sites), <br /> a less-than-significant potential for exposure to hazardous materials associated with upset and accident <br /> conditions, <br /> a less-than-significant potential to emit hazardous emissions or handle hazardous materials within Y4 mile of a <br /> school, <br /> a significant potential for exposure to hazardous materials associated with locating a school site in an area of <br /> potential hazards, _ <br /> a significant potential for exposure to pipeline hazards, and <br /> a less-than-significant potential for exposure to EMFs. <br /> Because this alternative would include 101 fewer residential units(and associated residents and school age <br /> children)than the proposed project,it would expose a slightly smaller permanent on-site population to preexisting <br /> hazardous materials than the proposed project. However,the above differences between this alternative and the <br /> proposed project would be marginal, especially after implementation of the mitigation identified in Section 4.9, <br /> "Public Health and Safety,"which would reduce these impacts to less-than-significant levels.[Similar] <br /> Biological Resources <br /> Both the Traffic/Air Emissions Reduction Alternative and the proposed project would disturb the 815-acre project <br /> site and off-site infrastructure sites.Both scenarios would result in: <br /> a less-than-significant impact on general biological resources and their habitat, <br /> a significant impact on special-status plants, <br /> a less-than-significant impact on special-status amphibians and reptiles, <br /> a less-than-significant impact on Swainson's hawk, <br /> a significant impact on burrowing owl, - <br /> • a significant impact on other nesting raptors, <br /> • a significant impact on other special-status nesting birds, <br /> a less-than-significant impact on loss of foraging habitat for other special-status birds, <br /> a significant impact on San Joaquin kit fox, <br /> a significant impact on jurisdictional waters of the United States, and <br /> a less-than-significant impact to trees. <br /> Because the two scenarios would disturb the same acreage and replace the same amount of agricultural acreage <br /> with urban uses,the impacts of the two scenarios would be similar.[Similar] <br /> Transportation <br /> The Traffic/Air Emissions Reduction Alternative would include 101 fewer residential units, 3.5 more acres of <br /> neighborhood commercial, and 202,700 sf more office commercial than the proposed project.This alternative <br /> would also develop 432 residential units as medium-high-density(R/MH-Cluster)clustered units rather than as <br /> medium-density(RIM)detached units.This alternative would also include a transit program designed to reduce - <br /> EDAW College Park at Mountain House Specific Plan III Draft EIR <br /> Alternatives to the Proposed Project 5-22 San Joaquin County <br />
