The developer shall fund, design and construct The required storm drainage <br /> system in accordance with the requirements of the Storm Water Master Plan <br /> Update and the MHCSD's Standards and Specifications to serve the Tracts <br /> unless otherwise required or approved by the General Manager of the MHCSD. <br /> h. The developers shall expand WQB1 as required by MHCSD to accommodate <br /> runoff from the College Park project before development of those portions of <br /> Neighborhoods B and D to be served by the DeAnza Boulevard and Mountain <br /> House Parkway storm-drain systems. The basin shall be expanded to a capacity <br /> necessary to serve the relevant tracts. The configuration shall be as per the <br /> Storm Water Master Plan Update. The Water Quality Basin shall be dedicated to <br /> MHCSD. <br /> i. The applicant shall construct catch basin filters and/or other source control Best <br /> Management Practices (BMPs)for urban runoff from Tracts as determined by the <br /> MHCSD. <br /> i. MHCSD approved catch basin insert filters must be installed, in-tract and <br /> on the arterials abutting the project, prior to construction. <br /> ii. All in-tract filters must be maintained by the HOA. <br /> 50. Wastewater Treatment Plant: <br /> a. Under the direction of the MHCSD, the applicant shall fund, design and construct <br /> a phased expansion of the wastewater treatment plant (WWTP)of sufficient <br /> capacity, no less than 1.5 mgd,to serve Tract prior to issuance of the first building <br /> permit Recognizing that there may be agreements between the developers for <br /> sharing capacity and also recognizing that the MHCSD is not a party to and has <br /> no control over such agreements, bonding for construction shall be provided prior <br /> to approval of the first final map and beginning of construction shall be at the <br /> discretion of the General Manager. Issuance of building permits shall cease if <br /> construction does not begin when directed by the General Manager. <br /> b. The developer shall extend existing pipelines to the project site as shown on the <br /> Master Sanitary Sewer Plan. <br /> c. The Wastewater Treatment Plant expansion requirement above shall meet the <br /> requirements of the Regional Water Quality Control Board (RWQCB) effluent <br /> permits, including compliance scheduling, testing and any infrastructure that may <br /> be required for long-term discharge into Old River. Additional treatments that <br /> may be required by the RWQCB for such pollutants as dissolved solids, metals <br /> and heat, etc., shall be addressed in the plant expansion. The developer shall <br /> bond for or fund construction for the developer's fair share cost prior to the filing <br /> of the first Final Map. <br /> 51. Water Treatment Plant: Under the direction of the MHCSD, the applicant shall fund, <br /> design and construct the last phased expansion of the water treatment plant (WTP) prior <br /> to Issuance of the first building permit.
