64. In addition to the landscaping, entry monument portal structures, themed in the Civic <br /> Italianate architectural style will be constructed on both sides of the Grant Line Road <br /> corridor at Mountain House Parkway, per the current requirements of the Master Plan <br /> and MHCSD Design Manual, and these structures will contain commemorative plaques <br /> which notate the historic Lincoln Highway. <br /> 65. In addition, pre-approved Lincoln Highway Association signs will be added along the <br /> corridor as additional markers to inform motorists, pedestrians, and bicyclists of the <br /> significance of this corridor. <br /> 66. South Community Park <br /> a. The entire South Community Park shall be designed to a 30% design completion <br /> level consistent with all Community Approvals including applicable provisions of <br /> the Parks, Recreation and Leisure Pian and the MHCSD Design Manual. The <br /> design of the park shall be reviewed by both the DCRC and MHCSD and <br /> approved by the MHCSD. <br /> Timing: condition shall be met prior to issuance of the first building permit within <br /> Tracts 3670 & 3671. <br /> b. The MHCSD General Manager may allow the South Community Park to be <br /> constructed in phases to be consistent with usage demand and other public <br /> interest considerations. Final design of the first phase of the South Community <br /> Park shall be completed before its construction. Construction of the first phase of <br /> South Community Park shall begin no later than the time at which 50% of the <br /> dwelling units permits for Specific Plan III have been issued a building permit. <br /> The Park shall be completed no later than the time at which 80% of dwelling units <br /> for the Specific Plan III have been issued building permits. Completion time of <br /> park phases and/or the entire park may be modified by the MHCSD General <br /> Manager to reflect construction, weather, budget, or other public interest <br /> contingencies. <br /> 67. The fair share of TIF, CFF, TIMF, and other MHCSD fees shall be paid in full by, or on <br /> behalf, of Delta College prior to annexation of any territory in SP III to MHCSD. The time <br /> of payment shall be prior to the filing of a Certificate of Completion for the annexation by <br /> the San Joaquin Local Formation Commission. Delta College is not required to obtain a <br /> subdivision map, other land use approvals, or building permits. Because of these <br /> exemptions, developer shall not be permitted to file a Final Map with the County Surveyor <br /> until such time that Delta College's fair share of annexation fees, as determined by <br /> MHCSD, have been paid to MHCSD. <br /> 26 <br />
