Timing: Improvement Plans approved prior to first building permit. <br /> 62. Neighborhood Parks: <br /> a. The entire Neighborhood 'D' Park shall be designed consistent with all <br /> Community Approvals including applicable provisions of the Parks, Recreation <br /> and Leisure Plan and the MHCSD Design Manual. The design of the park shall <br /> be reviewed and approved by MHCSD. <br /> b. The MHCSD General Manager may allow the Neighborhood 'D' Park to be <br /> constructed in phases to be consistent with usage demand and other public <br /> interest considerations. Final design of the first phase of the Neighborhood Park <br /> shall be completed before its construction. Construction of the first phase of the <br /> neighborhood park shall begin no later than the time at which 50% of the dwelling <br /> units for Neighborhood 'D' or school attendance area, whichever is sooner, have <br /> been issued a building permit.The Park shall be completed no later than the time <br /> at which 80% of dwelling units for the neighborhood have been issued building <br /> permits. Completion time may be modified by the MHCSD General Manager to <br /> reflect construction, weather, budget, or other public interest contingencies. <br /> 63. Open Space Corridor <br /> a. The design of all Open Space Corridor improvements including paths, alignment, <br /> standards, signage, lighting, and landscaping shall comply with all Community <br /> Approvals including applicable provisions of the MHCSD Design Manual. <br /> Timing: Plans shall be reviewed and approved by MHCSD prior to issuance of <br /> the first residential building permit. <br /> b. Site furniture, consistent with the common design theme of the neighborhood, <br /> shall be incorporated into the Improvement Plans for the Open Space Corridor <br /> and shall be consistent with the MHCSD Design Manual. The site furniture shall <br /> be a part of the Open Space Corridor design plans and shall be reviewed and <br /> approved by the MHCSD. <br /> Timing: Plans shall be reviewed and approved by MHCSD prior to issuance of <br /> the first residential building permit. <br /> c. Construction of Open Space Improvements may be completed on a phased <br /> basis to correspond with the development of neighborhoods, or parcels as <br /> determined by MHCSD directly adjacent to the facility. Open Space <br /> improvements to a specific segment shall be completed no later than the time at <br /> which 80% of dwelling units for the neighborhood, or adjacent parcels, have been <br /> issued building permits. Completion time may be modified by the MHCSD <br /> General Manager to reflect construction, weather, budget, or other public interest <br /> contingencies. <br /> d. The CC&R's for Tracts 3670&3671 shall include the following language: "All <br /> fencing abutting or adjacent to the Open Space Corridor Areas (Parcels A and B) <br /> shaft be as originally constructed unless approved in writing by the MHCSD prior <br /> to construction." <br /> e. The CC&R's for Tract 3670 shall include the following language: "The landscape <br /> pedestrian connection from the corner of Hydrangea Glen to the Open Space <br /> Corridor(Parcel A)shall be a minimum of 30 feet in width from built structure to <br /> built structure. No building, structures, or fencing is allowed within this space <br /> without the written approval of the MHCSD." <br /> 25 <br />
