When any portion of an arterialstreet is to be included in a development's construction <br /> plans, then all of the buried utilities that are ultimately planned Lto be within the <br /> improvement area shall be installed as part of the.street improvement project regardless <br /> if any of the utilities are required for any phase of the development associated with the <br /> street construction. Conduits or sleeves may be installed in lieu of the buried utility if <br /> approved by the MHCSD.- <br /> C, .Any phased development shall install all"in-tract"utilities required to serve it . <br /> development. Prior to the submittal of improvement plans for the development, the developer shall <br /> submit to the MHCSD composite schematic plans for in tract storm drains, sanitary <br /> sewers, and water distribution facilities. - <br /> F. Electrical transformers within residential Neighborhoods shall be in underground vaults, <br /> wi subject to MHCSD and Modesto Irrigation District{MID} requirements. The developer <br /> shall pay for any incremental costs relating to undergrounding transformers not.paid for <br /> by MID. Transformers located in the downtown area, commercial and industrial areas <br /> may be placed above ground provided they'are aesthetically designed and/or shielded <br /> by landscaping subject to MHCSD and MID requirements." <br /> 23 <br /> I <br />
