Electrical transformers within residential Neighborhoods shall be in underground vaults, wi subject to MHCSD and Modesto Irrigation District{MID} requirements. The developer shall pay for any incremental costs relating to undergrounding transformers not.paid for by MID. Transformers located in the downtown area, commercial and industrial areas may be placed above ground provided they'are aesthetically designed and/or shielded by landscaping subject to MHCSD and MID requirements." 23 I
