k4 KLEINEELDER 6 CONCLUSIONS AND RECOMMENDATIONS We have performed a Site Reconnaissance Update=in conformance with the site reconnaissance section of ASTM Practice E 1527-00 and applicable limitations of portions of an approximately 13-acre site located south of West Grant Line Road (APN: 209-07-023), in Tracy, California. I �a The following is a list of former conclusions an& recommendations based on Kleinfelder's former ESA relevant to the subject site. Please note italicized modifications to each item, which are relevant to the subject site 1. No "Transite"-like piping was observed during our Phase I ESA. However, on properties with a history of agricultural use, such as the project site, many underground pipelines may exist. It was common for said pipelines to contain asbestos (e.g. Transite pipe). Subsurface exploration is not a part of a typical I # Phase I Environmental Site Assessment scope of work. In the event that any subsurface structures are encountered during site development or excavation on site, care should be exercised in determining whether or not the subsurface structures contain asbestos.. If they contain asbestos, they should be removed, handled, transported, and disposed of in accordance with local, state, and federal laws and regulations. Additionally, if suspect materials or other subsurface structures are encountered, the signatories of this report should be notified immediately. This conclusion and recommendation remains the same. 2. Due to the past and current agricultural use of the'site, Kleinfelder conducted soil sampling for organochlorine pesticides on May 17, 2005. Five soil samples were collected and submitted to Precision Enviro-Tech Analytical Laboratory for analysis. Based on the soil sampling results, it does not appear that detectable amounts of organochlorine pesticides are present in shallow soil at the locations sampled. Therefore, Kleinfelder does not recommend additional sampling for organochlorine pesticides. This conclusion andrecommendation remains the same. 3. An AST is located near the eastern border of the site. No leaking, staining, or ---- stressed vegetation was observed around the tank. According to Mr. Hernandez, the tank has always been empty. Kleinfelder recommends removing the AST ' from the site. If leaking or soil stains are observed during the removal of the AST, the signatories of this report should be contacted and the extent of impact evaluated. This conclusion and recommendation remains the same. 4. According to Ms. Lisa Dowdy, there is one pipeline under CSFMPSO jurisdiction located on or around the site. The pipeline is listed as an 18 and 20-inch crude flit oil line operated by Chevron. Signs marking the location of this pipeline were observed during the site reconnaissance trending southeast to northwest near 76114.P0115TO6R1065IJCE:ly Page 15 of 18 ©2006 Kleinfelder, Inc.
