k4 KLEINEELDER <br /> 6 CONCLUSIONS AND RECOMMENDATIONS <br /> We have performed a Site Reconnaissance Update=in conformance with the site <br /> reconnaissance section of ASTM Practice E 1527-00 and applicable limitations of <br /> portions of an approximately 13-acre site located south of West Grant Line Road (APN: <br /> 209-07-023), in Tracy, California. <br /> I �a <br /> The following is a list of former conclusions an& recommendations based on <br /> Kleinfelder's former ESA relevant to the subject site. Please note italicized <br /> modifications to each item, which are relevant to the subject site <br /> 1. No "Transite"-like piping was observed during our Phase I ESA. However, on <br /> properties with a history of agricultural use, such as the project site, many <br /> underground pipelines may exist. It was common for said pipelines to contain <br /> asbestos (e.g. Transite pipe). Subsurface exploration is not a part of a typical <br /> I # Phase I Environmental Site Assessment scope of work. In the event that any <br /> subsurface structures are encountered during site development or excavation on <br /> site, care should be exercised in determining whether or not the subsurface <br /> structures contain asbestos.. If they contain asbestos, they should be removed, <br /> handled, transported, and disposed of in accordance with local, state, and <br /> federal laws and regulations. Additionally, if suspect materials or other <br /> subsurface structures are encountered, the signatories of this report should be <br /> notified immediately. This conclusion and recommendation remains the same. <br /> 2. Due to the past and current agricultural use of the'site, Kleinfelder conducted soil <br /> sampling for organochlorine pesticides on May 17, 2005. Five soil samples were <br /> collected and submitted to Precision Enviro-Tech Analytical Laboratory for <br /> analysis. Based on the soil sampling results, it does not appear that detectable <br /> amounts of organochlorine pesticides are present in shallow soil at the locations <br /> sampled. Therefore, Kleinfelder does not recommend additional sampling for <br /> organochlorine pesticides. This conclusion andrecommendation remains the <br /> same. <br /> 3. An AST is located near the eastern border of the site. No leaking, staining, or ---- <br /> stressed vegetation was observed around the tank. According to Mr. Hernandez, <br /> the tank has always been empty. Kleinfelder recommends removing the AST <br /> ' from the site. If leaking or soil stains are observed during the removal of the <br /> AST, the signatories of this report should be contacted and the extent of impact <br /> evaluated. This conclusion and recommendation remains the same. <br /> 4. According to Ms. Lisa Dowdy, there is one pipeline under CSFMPSO jurisdiction <br /> located on or around the site. The pipeline is listed as an 18 and 20-inch crude <br /> flit <br /> oil line operated by Chevron. Signs marking the location of this pipeline were <br /> observed during the site reconnaissance trending southeast to northwest near <br /> 76114.P0115TO6R1065IJCE:ly Page 15 of 18 <br /> ©2006 Kleinfelder, Inc.
