MOUNTAIN I-ousF-PROPOSES ALTAMONT HEIGHTS TENTATIVE MAP 1.0 INTRODUCTION
There are any additional environmental effects not previously examined in the SPIIIEIR;
or
• Any new mitigation measures are required.
Consistent with CEQA Guidelines section 15168(c)and Public Resources Code Section
21083, if the County finds that the answers to the foregoing inquiries are negative, then the
County may approve the entitlements requested by the project as being within the scope of
the SPIIIEIR and that no new environmental document is required. Regardless of whether a
new environmental document is required, the mitigation measures identified in the SPIIIEIR
are applicable to the project.
USE.OF THE SPIIIEIR AND AUTHORITY FOR CHECKLIST
The Master EIR(San Joaquin County, 1994) was adopted in 1994 for the Mountain House
New Community Master Plan. The Master Plan dictated that the entire Mountain House
community would be divided into specific plan areas. The proposed project site is located
within Specific Plan III, thus many of the topics relevant to the Checklist were previously
evaluated in the MEIR in 1994 and in the Specific Plan III EIR.
The MEIR included a number of mitigation treasures that were applicable to the Master Plan
and Specific Plan III. Some mitigation measures were incorporated into the adopted Master
Plan and others applied to future stages of permitting and development. Thus, the SPIIIEIR
included mitigation measures of the MEIR, as well as those resulting from developing the
Specific Plan III area.
The conclusion of this Checklist is that the project is within the scope of the SPIIIEIR, that
no new environmental effects will occur, and that no new mitigation measures are required.
Therefore, as provided by CEQA Guidelines section 15168(c), no new environmental
document is required.
PREVIOUS ENVIRONMENTAL DOCUMENTATION
Earlier environmental documents assessing Mountain House and individual projects include
the following:
1. Final Environmental Impact Report for the Mountain House New Town General Plan
Amendment (State Clearinghouse [SCH] No. 90020776), March 1992.
2. Supplemental Environmental Impact Report for the Mountain House New Town
General Plan Amendment(SCH No. 90020776), 1993.
3. Final Environmental Impact Report for the Mountain House Master Plan and
Specific Plan I(SCH No. 90020776), September 1994.
1-2
