f <br /> INTRODUCTION <br /> F <br /> 4 <br /> This Checklist evaluates the proposed application for a Major Subdivision for the Altamont <br /> Heights residential development located within the Mountain House Community in the <br /> 1 southwest portion of San Joaquin County. The applicant and property owner is Golden State <br /> . Investments II, LP. The Major Subdivision would divide the 12.72-acre site into 53 parcels <br /> with an average density of 4.16 dwelling units per acre. The project site is located south of <br /> Grant Line Road and the Grant Line Village homesites, and east of the San Joaquin/Alameda <br /> County line in the southern portion of the Mountain House Community within the Specific <br /> Plan 111 area. <br /> Mountain House is a new community planned on an approximately 4,400-acre site near San <br /> Joaquin County's border with Alameda County, northwest of the City of Tracy. Ultimate <br /> buildout of the community is projected to include a resident population of about 39,000 <br /> persons and jobs for about 21,600. <br /> t <br /> The effects of development throughout Mountain House were addressed in the Mountain <br /> House Master Plan Final EIR (MEIR) that was adopted by.the San Joaquin County Board of <br /> Supervisors in 1994. Specific impacts of development within the College Park at Mountain <br /> House Specific Plan III area(SPIII) were addressed in the College Park at Mountain House <br /> Specific Plan III Final EIR that was adopted by the San Joaquin County Board of Supervisors <br /> in 2005. This document is referred to hereinafter as the "SPIIIEIR" or the"Specific Pian III <br /> EIR:" Because this latter EIR reflects current conditions, it supersedes the 1994 MEIR. <br /> When there are conflicts between the Master Plan and Specific Plan III, the Specific Plan III <br /> shall govern. <br /> The SPIIIEIR was prepared as both a Program and Project EIR. The Program EIR component <br /> evaluated impacts relating to the overall SPIII land use designations. The Project EIR <br /> component analyzed the portions of SPIII for which entitlements to construct, including <br /> tentative maps, were requested. The housing units and land use designated for the Machado <br /> property were evaluated by the SPIII EIR, but only at a program level of review. <br /> PUR <br /> POSE OF DOCUMENT <br /> The purpose of this Checklist is to determine whether the proposed project is "within the <br /> scope" of the SPIIIEIR and to examine the continued adequacy of the SPIIIEIR. CEQA <br /> Guidelines section 15168(c)(4) (2006), states: "Where the subsequent activities involve site <br /> specific operations, the agency should use a written Checklist or similar device to document <br /> 1 the evaluation of the site and the activity to determine whether the environmental effects of <br /> the operation were covered in the program EIR."
