i <br /> I. INTRODUCTION <br /> This report issues my findings regarding the Nitrate Loading Study and Soil Suitability completed <br /> for the subject property under examination, located at 3703 West Grant Line Road in Tracy, <br /> California. These Studies have been completed exclusively for a General Plan Amendment/Re- <br /> Zone. There is no project proposed for the property at this time. Therefore, the purpose of these <br /> Studies is to provide the San Joaquin County Environmental Health Department (EHD) with all of <br /> the required information pertaining to the current status of the soil,water table and groundwater in <br /> relation to nitrate loading potential from a future on-site wastewater disposal system. These <br /> studies comply with San Joaquin County Development Title, Section 9-1105.2(d). Mr. Barjinder <br /> Singh is the owner of the property and has provided the preliminary information to complete these <br /> Studies. <br /> Within the text of this Report, Bolded Section (§) numbers are referenced at the beginning of an <br /> applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist. <br /> Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study <br /> Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the <br /> Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other <br /> sections <br /> of the Checklists. <br /> NLS 2.3 SSS 3.15 The subject r <br /> § § bj ct p operty is in what is referred to as the Banta area of Tracy, since/ <br /> it is not actually in the town of Banta. Sewer facilities a've no and probably will not expand to <br /> this area. Consequently, domestic wastewater must be by small decentralized wastewater <br /> management systems, or septic systems. An on-site septic system exists for a single family <br /> residential structure presently on the property, and a domestic well also exists ne t ent of the <br /> property. Domestic water for any future project is proposed to be supplied by `n on-site w 11jp--- <br /> be drilled in a location that will meet issues such as setback requirements. <br /> SSS§ 1.2: The property is outside of any incorporated city limits and is therefore considered a <br /> County project. Currently, the property contains the aforementioned house, a large detached <br /> garage-type structure, a domestic well in the backyard of the house, all as illustrated by the aerial <br /> EHD Parcel Viewer Maps. Total Parcel area is 1.03 acres. <br /> The following is a summarization of the information collected to complete these Studies and <br /> preliminarily fulfill the requirements of EHD. Wastewater system operational parameters are also <br /> Ik preliminarily discussed within this report to supply additional information to EHD: <br /> f 0 Since these Studies have been conducted specifically for a General Plan Amendment/Re-Zone <br /> Application, the primary disposal area and the required 100%reserve/replacement/addition areas f <br /> that may eventually serve a commercial project have not been described,but will be illustrated on a <br /> project Site Plan. <br /> • The capacity of the on-site soils were analyzed: 1.)For the ability to accept future wastewater <br /> effluent flows, 2.)To assess the characteristics of the on-site soil to mitigate nitrate impact, and 3.) <br /> To quantify nitrate impact to the underlying groundwater table from percolating effluent and relate <br /> impact to the Porter-Cologne Water Act.
