A project of this type would not serve the needs of <br /> the surrounding agricultural community. <br /> Locational and Character of Development Policy 5 (General Plan Volume I Page IV-5) <br /> Development shall be orderly and compact. <br /> • If the applicant's General Plan Map Amendment is approved, it is their <br /> intent to apply to rezone the property to R-VL and then apply for a 393-unit <br /> subdivision. Properties to the east, west, and north would remain with a <br /> General Plan designation of A/G. Properties located to the southeast in <br /> Stanislaus County also have a General Plan designation of General <br /> Agriculture (A/G). Projects should be contiguous to urban communities.. <br /> Vernalis is defined as a rural community in the General Plan. This <br /> application does not meet this criterion. <br /> Locational and Character of Development Policy 10 (General Plan Volume I Page IV-6) <br /> Development shall be compatible with adjacent uses. <br /> • The Western Farm Service facility is located directly to the west of the <br /> proposed project. The EIR which was prepared for subdivision application <br /> SU-89-0008 stated that this facility could present a significant impact to <br /> residential development because of the possibility of chemical spillage, <br /> leakage, fire or explosion. <br /> Locational and Character of Development Policy 13 (General Plan Volume I Page IV-6) <br /> Development shall not jeopardize public health and safety. <br /> • An EIR was prepared and certified for the previous subdivision (SU-89- <br /> 0008). This subdivision is located on a portion of the site encompassed by <br /> the current General Plan Amendment application. The EIR stated: <br /> "Continued use of the Western Farm Service facility, could expose <br /> residents to possible injury from an incident involving chemical spillage, <br /> leakage, fire or explosion." <br /> The only mitigation identified for elimination of this potentially significant <br /> impact was the closure of the facility. The facility remains in use and as <br /> such would be considered a significant impact on the proposed residential <br /> development. <br />
