Locational and Character of Development Policy 16 (General Plan Volume I, Page IV-6) <br /> Any General Plan Amendment, or concurrent amendments, that would increase the <br /> residential acreage or population of an existing community by more than 50 percent <br /> shall: <br /> (a) require a revision of the General Plan for the entire community, <br /> • The addition of 393 residential units would increase the population in <br /> Vernalis by over 100%. General Plan Volume II Table XILF-4 lists the total <br /> population of Vernalis at buildout as 250 residents. A General Plan Text <br /> Amendment would be required to change the projected population and <br /> boundary for the rural community of Vernalis. <br /> (b) be site planned and designed to include identifiable neighborhoods with a network of <br /> pedestrian open spaces within each neighborhood as well as connecting <br /> neighborhoods, commercial areas, and employment centers; <br /> • If the General Plan Map Amendment is submitted for a full application, it <br /> must include these elements. <br /> (c) provide a variety and choice of housing for all socio-economic segments of the <br /> community; <br /> • The applicant would need to provide information showing that all economic <br /> segments of the community would be served by the General Plan Map <br /> Amendment and underlying Major Subdivision application. <br /> (d) maintain a close balance between jobs and housing; <br /> • The applicant would need to provide evidence that the project would <br /> achieve a jobs and housing ratio that has historically been approximately <br /> 1:1. <br /> (e) contain a circulation system that provides for automobiles, pedestrians, bicycles and <br /> public transit; <br /> • The Site Plan submitted as part of the General Plan Map Amendment pre- <br /> application does not indicate if sidewalks are proposed for pedestrian <br /> travel. The applicant would have to arrange for the availability of public <br /> transit to the subdivision as a Condition of Approval for the project. The <br /> applicant would need to work with the Department of Public Works to make <br /> sure that the circulation system meets their specifications. <br /> (f) not adversely affect the fiscal resources of nearby cities or the County, <br /> • A Public Financing Plan would need to be prepared to assess the effect of <br /> this project on nearby cities or the County. <br /> (g) ensure mechanisms for public services' and facilities' financing of on- and off-site <br /> improvements for each phase of development; and <br /> 4 <br />
