This work is subject to the California Environmental <br /> Quality Act. Therefore, additional biological, archaeological, or other environmental <br /> studies may be required as part of the encroachment permits application. A qualified <br /> professional must conduct any such studies undertaken to satisfy the Department's <br /> environmental review responsibilities. Ground disturbing activities to the site prior to <br /> completion and/or approval of required environmental documents may affect the <br /> Department's ability to issue a permit for the project. Furthermore, if engineering <br /> plans or drawings will be part of your permit application, they should be prepared in <br /> standard units. <br /> • All roadway features (for example signs, pavement delineation, roadway surface et <br /> cetera)within Department right of way must be protected or maintained in a <br /> temporary condition and restored. <br /> • A traffic impact study (TIS)will be necessary to determine the proposed project's <br /> near-term and long-term impacts to State facilities —both existing and proposed— and <br /> to propose appropriate mitigation measures. The study should be prepared in <br /> accordance with the Caltrans Guide for the Preparation of Traffic Impact Studies, <br /> dated December 2002 (Guide). The Guide is available online at the following web <br /> address: http://www.dot.ca.gov/hq/tpp/planning_tools/tools.htm. Minimum contents <br /> of the TIS are listed in Appendix "A" of the TIS guide. All State owned signalized <br /> intersections affected by this project should be analyzed using the intersecting lane <br /> vehicle (IL') procedure from the Department's Highway Design Manual, Topic 406, <br /> page 400-21. <br /> • The Department requires level of service (LOS) "C" or better at State owned <br /> facilities, including intersections (see Appendix "C-3" of the TIS guide). If an <br /> intersection is currently below LOS "C," any increase in delay from project-generated <br /> traffic must be analyzed and mitigated. The TAS for operating State highway <br /> facilities is based upon measures of effectiveness (MOE) (see Appendix "C-2" of the <br /> Guide).
