The TIS guide is available online at the following web address: <br /> http://www.dot.ca.gov/hq/tpp/planning_tools/tools.htm, <br /> • The Department recognizes that there is a strong link between transportation and land <br /> use. Growth and development can have a significant impact on traffic and congestion <br /> on State transportation facilities. In particular, the pattern of land use can affect both <br /> total vehicle miles traveled and the number of trips per household. In order to create <br /> more efficient and livable communities, the Department encourages the applicant to <br /> work towards a. safe, functional, interconnected, multi-modal system integrated with <br /> "smart growth" type land use planning.
