PLANNING COMMISSION MINUTES <br /> MARCH 7 , 1991 <br /> 2 . ZONE RECLASSIFICATION APPLICATION NO. ZR-91-6 AND MAJOR <br /> SUBDIVISION APPLICATION NO. SU-91-8 (TRACT NO. 2459) OF J.C. <br /> DILLARD AND D. WINCHELL to rezone 23 acres from R1-8 (Residential ; <br /> 8, 000-square-foot minimum parcel size) to R1-U (Residential; 6 , 000- <br /> square-foot minimum parcel size) and to subdivide 10 . 7 acres into <br /> 38 lots. The property is located on the south side of Guernsey <br /> Avenue, east of State Route 99 , east Stockton (Supervisorial <br /> District 3) . <br /> Associate Planner Steve St. Sure introduced a staff report into the <br /> record. He said that Condition Nos. l .a. and l .c. are to be <br /> revised (see motion) . <br /> PUBLIC HEARING OPENED <br /> PROPONENTS: Chance Wong, Civil Engineer, 4578 Feather River Drive, <br /> was present to represent the developer, G. M. Winchell & Sons. He <br /> concurred with the staff report. In answer to a question, he said <br /> the oak trees will be preserved. <br /> OPPONENTS: Tom Patterson was present and said he owns property to <br /> the east of the proposed subdivision. He said there is only one <br /> road for ingress and egress to the subdivision. The circulation <br /> plan for possible future development of the area shows a new road <br /> dividing his property. He said he has plans to build a new home in <br /> the same location as that road. <br /> REBUTTAL: Mr. Wong said that staff required the applicant to <br /> submit a possible traffic circulation plan. Mr. Patterson can only <br /> build one house on a lot. In order to build a new house, his <br /> property would have to be split. If the road were to be developed, <br /> it would allow Mr. Patterson to have 2 lots. <br /> Chief Deputy Director Tom Walker said staff would recommend that <br /> there be a stub street to the east. If the road went through, it <br /> would give Mr. Patterson the potential, that he doesn't have now, <br /> for another lot. <br /> PUBLIC HEARING CLOSED <br /> Comms. Carter and Morri said they felt this would be an improvement <br /> for the area. <br /> Comm. Gillispie noted that the Stockton Unified School District did <br /> not respond to the referral of the project. <br /> MOTION: Moved, seconded (Gillispie-Jungeblut) and carried by a <br /> vote of 7-0 to: <br /> w 1 . Approve the Negative Declaration; and <br /> -1- <br />
