Ingress and egress <br /> areas that connect to a paved road shall also be surfaced and permanently maintained with <br /> asphalt concrete or portland cement concrete to provide a durable dust free surface. Bumper <br /> guards and or/wheel stops shall be provided when necessary to protect adjacent structures or <br /> properties. (Development Title Table 9-1015.5(e)) <br /> LIGHTING <br /> The proposed project description indicates that the project will involve night operations.The following <br /> Development Title requirements for lighting shall apply: <br /> • If the parking area is to be used at night, parking lot and security lighting shall be installed. <br /> (Development Title Section 9-1015.5[g]) <br /> • Any lighting shall be designed to confine direct rays to the premises. No spillover beyond <br /> the property lines shall be permitted except onto public thoroughfares, provided, however, <br /> that such light shall not cause a hazard to motorists. (Development Title Section 9- <br /> 1015.5[g][41) <br /> LANDSCAPING <br /> Development Title Section 9-1020.5 states requirements for parking areas shall apply to all open <br /> off-street parking areas and off-street loading areas, including nonresidential driveways: <br /> • Parking areas with more than twenty(20) stalls shall provide a minimum of five percent <br /> (5%)of landscaping within the perimeter of the parking area, not including landscaping <br /> along the street frontage. <br /> • One tree shall be required for each five(5) parking stalls, or portion thereof, and shall be <br /> throughout the parking lot. <br /> Development Title Section 9-1020.8 (a)states all areas not used for building, parking, driveways, <br /> walkways, or other permanent facilities shall be landscaped. <br /> A minimum ten(10)foot wide landscaped strip, respecting the ultimate right-of-way width of Harding <br /> Way shall be installed across the frontage of the project site. (Development Title Section 9-1020.7) <br /> Screening of Storage Areas <br /> Development Title Section 9-1022.4 (e)(2)(A)states all storage materials and related activities, <br /> including storage areas for trash, shall be screened so as not to be visible from adjacent <br /> properties and public rights-of-way. Said screening shall be six (6)to eight(8)feet in height. <br /> Items stored within one hundred (100)feet from a dedicated street or residential zone shall not be <br /> stacked higher than two(2)feet above the adjacent screen. In addition, Development Title <br /> Section 9-1022.4(e)(2)(B)states: "Screening shall not be required for a storage area that abuts <br /> an existing industrial use or property designated on the General Plan Map for industrial use, <br /> provided the storage area is not adjacent to an existing residential use or property designated on <br /> the General Plan Map for residential use or a public street." If a full application is submitted, the <br /> applicant shall be required to show said screening on the Site Plan. <br /> Flood Area <br /> This parcel is located within the 100-year flood zone (Flood Zone A). Any new construction must <br /> meet the requirements of Chapter 9-1605.12 Flood Hazards. <br /> 3 <br />
