Ginger McCracken Handley
17766 Bowser Rd. Lodi, CA 94520 (209) 727-3917
May 28, 1999
Ms.Kerry Sullivan
San Joaquin County Community Development Department
1810 E Hazelton Ave
Stockton, CA 95205
Opposition of Application #UP-98-18
Dear Ms.Sullivan:
I would like to express the reasons, concerns and questions for my opposition to Application #UP-98-
18:
O The sewage system that is being proposed for this project is a disaster! There are two
such systems currently in operation in the San Joaquin county, both are enormous failures. The
Board of Supervisors has stated the system does not work. Why should our ground water and
the purity of our soil be put in jeopardy for this project?
O The absence of an environmental impact report.
O The local residents have been assured that there will be a security system, and that they have
one planned, however,Mr. Rios has yet to provide us with any details other than"you will like
it". What kind of security systems will be used? How are they going to provide security to the
surrounding neighbors? Where is the outline? What will be the course of action taken for
offenders, will they remain in Mr. Rios'employ? The current response time for the Sheriff's
department(if a response can be accommodated), is over 30 minutes. This project will
undoubtedly cause undue problems for the local residents and burden an already overloaded
Sheriffs department.
O The current traffic study was performed at 4:00 am and only between Harney Lane and
Highway 88. A great majority of the people would not travel Highway 88,but Highway 99. A
new study must be conducted at an appropriate time of day (during heavy and regular traffic
times)censoring both Highways 99 and 88.
It should be noted that an early attempt to establish a monthly rodeo on Tully Road, called the
Palomino, was denied due to the amount of traffic it would bring into the area. That was a
monthly situation, this camp would be a daily.
O The proposal indicates that Mr. Rios would lease out some of the camp's facilities to be used
for tournaments and playoff games(soccer, baseball, etc). Most of the teams would be
traveling in tour buses. This would cause an ever greater impact on our roads in terms of wear
and tear and traffic.
O Should such tournaments and playoff games be allowed, would they being utilizing a Public
Announcement systems/loud speakers? Are they going to be housing the players and their
family and fans? Are they planning for the large crowds in terms of shelter and seating?
