On-site services will be provided, which will include a well for potable water, a package <br /> treatment plant for sanitary sewage disposal, and a storm water retention basin (to be <br /> used for a baseball and soccer field in the dry months) for storm water. <br /> Prior to the applicant's submittal of the revised application, a meeting was held with the <br /> applicant to discuss the necessary items to be included in the revised application <br /> materials. When the Board of Supervisors denied the original application (UP-97-15), <br /> they expressed concern regarding the proposed packaged sewer plant system, and a <br /> lack of a security plan. Based on the Board's action, the Community Development <br /> Department suggested that completed plans regarding these issues be included with the <br /> revised application materials. <br /> The applicant has provided the Community Development Department with the <br /> recommended revisions to the project application. These revisions address the issues <br /> of traffic, security, and wastewater. <br /> A traffic study was prepared at the request of the Department of Public Works for the <br /> previous Use Permit (UP-97-15), to identify any needed mitigation measures at the <br /> Harney Lane/State Route 88 intersection, the Harney Lane/Jack Tone Road intersection, <br /> and the access location. The traffic study concluded that project related traffic is not <br /> expected to create any significant traffic impacts. <br /> The applicant has prepared a comprehensive 24-hour Security Plan. The plan identifies <br /> security measures regarding staffing, visitors, lighting, disciplinary processes, safety <br /> policies, on-site security training, emergency response, and criminal activity. The facility <br /> will employ the use of resident and personnel screening; the community will be gated; all <br /> residents will have assigned parking spaces, the manager and assistant manager will <br /> both reside on-site to discourage any inappropriate behavior; each building will be <br /> equipped with fire alarms; surveillance cameras will be installed; and if needed additional <br /> security measures such as security personnel patrolling the grounds or the use of a <br /> private security company to do unannounced visits to the site will be employed. <br /> Transportation will be available, if needed, to and from work, and services such as <br /> dining, groceries, postal, Western Union, and medical will be available at the facility. <br /> The applicant has proposed the use of an on-site domestic water and wastewater <br /> system to serve the needs of the proposed labor camp. The water system will consist of <br /> the following: an on-site well; an on-site ground storage tank; domestic booster pumps <br /> through a hydropneumatic tank to the distribution system; and a fire booster pumps for <br /> hydrant flow and building sprinkler systems. The system will be reviewed by the <br /> Environmental Health Division and the Fire District/Marshall to ensure that the system is <br /> adequate for the proposed project. <br /> The project is scheduled to be heard before the Planning Commission at the meeting of <br /> November 29, 2001. Before the Community Development Department can finalize a <br /> recommendation to the Planning Commission, the security plan must be approved by <br /> the County Sheriff and the wastewater system must be approved by the Environmental <br /> Health Division. If said plans are approved, the Community Development Department <br /> will be recommending that it be approved, subject to the following Conditions of <br /> Approval. <br />
