June 1, 1999 <br /> Kerry Sullivan <br /> SAN JOAQUIN COUNTY COMMUNITY DEVELOPMENT DEPARTMENT <br /> 1310 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Dear Ms. Sullivan: <br /> I am writing in opposition to the proposed Farm Labor Camp, Application #UP-98-18, at 16450 E. <br /> Harney Lane, Lodi. <br /> As a very close neighbor to the proposed project, I oppose the building under any guise of a <br /> mini-city on agricultural land. 400 adults, be they laborers, firemen, fraternities, teachers is far too <br /> many people to house on 20 acres of land, especially on agricultural land. The same concerns I <br /> had regarding the originally proposed camp still have not been addressed, and are not changed. <br /> 1. The water tables and sewage treatment are major concerns. The original proposal <br /> used an unacceptable plan that apparently has not been changed. This plan was criticized by <br /> the Board of Supervisors as ineffective and inefficient. It didn't work. Nothing has been done to <br /> change those same plans. <br /> 2. Security has not been addressed. Will there be security to monitor alcohol abuse and <br /> subsequent conflicts? How is the use of firearms managed or controlled? How many people are <br /> allowed into the camp? Is there a curfew for lighting, noise, groups activities, parties, sports <br /> events (soccer), use of amplifiers? How are we to be assured that this security will be <br /> adequate? Sheriff response time is twenty minutes at best. Again these questions were <br /> previously raised and the answers proposed by Rios were rejected by the community members <br /> AND the Board of Supervisors. <br /> 3. Traffic will be greatly increased, most particularly during school bus traveling time. <br /> There are two school districts, Lodi and Linden, that pick-up and drop off rural students along <br /> these roads (Harney, Kettleman, Jack Tone, Clements and Highway 88) the same hours that 400 <br /> workers will be driving these roads to work. Traffic will be highly impacted in this rural area. <br /> 4. There are over 100 families that live within a 1.5 mile radius of this camp. This <br /> extremely close proximity of 400 adults (males) causes those of us with children to worry about <br /> having our students wait for the bus close to the road, playing in our yards on roadside property, <br /> riding bicycles down our streets, as well as having a community of SINGLE adults living close <br /> by. Dramatically increasing the SINGLE population in this family community is unacceptable. <br /> 5. Since when do human beings come under the same category as farm equipment? <br /> There is quite a bit of difference in housing tractors than in housing people. <br /> A 400 SINGLE adult barrack "housing"transforms this community from rural to urban. <br /> This is a family farming community.
