Joann Couch
15231 N Clements Road
Lodi, CA 95240
May 29, 1999
S J County Development Dept
Development Services Division
1810 E Hazelton Avenue
Stockton, CA 95205
Attention-Kerry Sullivan
Dear Sirs:
Please say NO to the 400 adult labor camp on Harney Lane east of Tully Road. This
proposal is to build a small town in an agricultural area Mr Rios should find housing for
his workers in town that is already available instead of trying to build a town around his
workers. Mr Rios states that his workers live in bad conditions and then states that they are
all highly skilled workers. Perhaps their pay scale needs to be increased so they could
afford to live anywhere they choose. They would not need to be dependent on Mr Rios or
anyone else for their living arrangements. Mr Rios' proposal seems to be for several dozen
men to live in an extremely small area. This doesn't sound ideal either. And since it is for
adults only, what about workers with wives and families. They would be forced to live
apart. We already have a family camp on Harney Lane and it does not stay full. Perhaps
Mr Rios could send his workers to check out availability at this camp if housing is truly his
only concern and not PROFIT. This camp is just too large and comes with too many
problems--security, sewer treatment, water, guns, alcohol, traffic and so on.
I hope you will say NO to this proposal by Mr Rios.
Thank you for your consideration.
Sincerely,
4
Joann Couch
